Summary Statement

The incumbent in this position reports to the Animal Welfare Enforcement Supervisor of the Office of Animal Welfare and provides enforcement services for the Delaware Animal Services Program.  Duties include: stray and vicious animal capture and transportation as part of an animal control and rabies control enforcement program, enforcing cruelty, dog control, and rabies laws and issuing citations, investigating complaints of potentially dangerous dogs, thorough and accurate documentation of incidents, participation in prosecutorial proceedings, and responding to request from other agencies.

Selective Requirement

Selective Requirements must be met in addition to the job requirements.  Applicants who do not possess the selective requirement will not be qualified.

  1. Six months experience in animal care, handling, or enforcement activities in accordance with state animal welfare laws, rules, and regulations. 
  2. Possession of a valid Driver's License (not suspended, revoked or cancelled, or disqualified from driving).

  • Conducts investigations, which includes conducting interviews to obtain confidential information, gathering evidence and documenting findings.
     
  • Interviews or interrogates witnesses, complainants and others.
     
  • Verifies claims of alleged or probable violations.
     
  • Examines various records and documents in order to ascertain relevant information.
     
  • Gathers, controls and evaluates evidence.
     
  • Makes judgments after evaluating all available facts and recommends appropriate action.
     
  • Interprets and applies applicable laws, rules, regulations, standards, policies and procedures.
     
  • Prepares various investigative reports.
     
  • Testifies before boards, commission, administrative bodies or courts.
     
  • May conduct surveillance and undercover investigations.

Job Requirements

JOB REQUIREMENTS for Investigator I
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Six months experience in conducting investigations which includes conducting interviews to obtain confidential information, gathering evidence and documenting findings.
  2. Six months experience in determining compliance with laws, rules, regulations, standards, policies and procedures.
  3. Six months experience in narrative report writing.
  4. Knowledge of civil, criminal or administrative proceedings.

Conditions of Hire

Criminal background check:  A satisfactory criminal background check is required as a condition of hire.  The recruiting agency may require the applicant to pay for the criminal background check as part of the conditional offer of hire.
