Summary Statement

The incumbent is responsible for directing, planning and implementation of all treatment programs and security operations in a 24-hour secure residential juvenile justice facility.  The incumbent supervises professional and paraprofessional staff and is responsible for managing an annual operating budget.

Preferred Qualification

Applicants who do not possess the preferred qualification will still be eligible to compete for this position if job requirements are met.

  1. Six months experience in directing, planning and coordinating a juvenile justice program.
     
  2. Knowledge of evidence-based practices for treatment strategies in behavioral programs.

Essential Functions

Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class.   • Manages and directs all institutional programs. Oversees the implementation of new/revised programs and operating procedures. Evaluates the effectiveness of same.
     
  • Ensures health, safety and welfare of all institutional residents by providing proper staffing and programs to meet the needs of students.
     
  • Provides guidance and direction to staff to ensure the proper training of employees and effective program operations.
     
  • Acts as liaison with community groups to present institution's goals, objectives and programs and to promote community involvement in institutional activities.
     
  • Prepares budget estimates and monitors expenditures to ensure operational cost do not exceed budget appropriation.
     
  • Represents management in the negotiation of labor contracts and/or resolution of grievances or employee concerns.
     
  • Works with parents and other interested parties to resolve problems and alleviate concerns regarding students assigned to the institution.

Job Requirements

JOB REQUIREMENTS for Youth Rehabilitation Institution Superintendent
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a Bachelors degree or higher in Behavioral Science, Social Science, Business Administration or related field.
  2. Three years experience in staff supervision of two or more employees which includes to plan, assign, review, discipline, recommend hire, promotion, termination and administer performance plans and reviews.
  3. Six months experience in health or human services program administration such as overseeing and directing the development, implementation and evaluation of health or human services programs and services; planning and establishing short and long range program goals and objectives. Providing advice to other agency organizational units through consultation.
  4. Six months experience in budget management and control which includes managing a budget for the purpose of keeping expenditures within the limitations of available appropriations and available revenue and maintaining, monitoring, projecting and controlling a budget within set policies and procedures.
  5. Six months experience in developing policies and procedures.

Conditions of Hire
