Summary Statement

This position will supervise, coordinate and oversee the conservation of coastal bird communities (e.g. shorebirds, marsh birds, beach nesters, and waders) as well as the implementation of the State Wildlife Action Plan. Position will serve as primary point of contact for NatureServe/Biotics, Landscape Conservation Cooperatives and other data, biodiversity and climate change workgroups.Position will supervise two full-time Environmental Scientists and seasonal employees, issue scientific collecting and wildlife rehabilitation permits, and assists with writing and administrating grants and associated budgets.

Selective Requirement

Selective Requirements must be met in addition to the job requirements.  Applicants who do not possess the selective requirement will not be qualified.
  • Three years experience in wildlife research.

Essential Functions

  • Plans, coordinates and oversees program implementation.
     
  • Provides technical direction and oversight for subordinates.
     
  • Recommends and drafts laws, rules and regulations applicable to assigned program areas.
     
  • Drafts grant applications and budget proposals; may participate in other specialized fiscal activities.
     
  • Manages staff personnel matters such as training, performance evaluation, hiring interviews, and making hiring recommendations.
     
  • Plans, coordinates and conducts meetings and workshops with other agencies and the private sector.

Job Requirements

JOB REQUIREMENTS for Environmental Program Manager I
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a Bachelors degree or higher in Biology, Chemistry, Geology, Physics, Engineering, Environmental Science or related field.
  2. Three years experience in interpreting environmental laws, rules, regulations, standards, policies and procedures.
  3. Three years experience in analyzing and evaluating data.
  4. One year experience in designing, planning, and overseeing the implementation of environmental/natural resources projects or program components while ensuring statewide or regional program goals are achieved.
  5. Knowledge of budget development which includes analyzing financial data and making long and short range plans and projections.
  6. Knowledge of staff supervision acquired through course work, academic training, training provided through an employer, or performing as a lead worker overseeing the work of others; OR supervising staff which may include planning, assigning, reviewing, and evaluating the work of others; OR supervising through subordinate supervisors a group of professional, technical, and clerical employees.
