You have entered the Special Appointments/Free Names section of the Delaware Employment Link (DEL). If you were not directed here by your manager or Human Resources, click the back button to apply in the correct area of DEL. If you were directed here, please follow the instructions below:
There are four types of Appointment Types:
Selective Placement
Return to Merit
Other Special Appointments
Return to Work from a Disability
Please scroll to the section that applies to you. Click on the appropriate appointment type (radio button) and complete the online application and any form(s) attached to the appointment type.
1.
Selective Placement -
You should be in this section if you are verified as "Selective Placement" by the Division of Vocational Rehabilitation (DVR) or the Division for the Visually Impaired (DVI) and they directed you to this page. This is defined as employment of individuals with disabilities.
- Click on the button below to access Class Specifications and follow the instructions. Select the appropriate Job class, and click on the link at the top of the class specification page to complete the online application. HRM will review your qualifications and send you a notice confirming that your name has been placed on the eligible list if you qualify. As vacancies occur in the job class, HRM will send your name to all State of Delaware departments who request a referral list for that Job class.
Selective Placement

Return to Merit-
You should be in this section if you are a "Return to Merit" as defined by Merit Rule 5.9 and were directed to this page. This is defined as employees returning from an exempt position to a position for which they qualify in the same pay grade or lower than when leave was granted.
- Click on the button below to access Class Specifications, select the appropriate Job class, and click on the link at the top of the class specification page to complete the online application. HRM will review your qualifications and send you a notice confirming that you qualify. As vacancies are identified, HRM will send your name to the State of Delaware departments that have available vacant positions for which you qualify.

Other Special Appointments -
You should be in this section if you were directed here by a manager or Human Resources and you do not fall into the two categories noted above.
- If a department asks you to complete an application to be considered for a position that is not currently posted or a Direct Recruitment, click on the button below to access Class Specifications, select the appropriate Job class, and click on the link at the top of the Class specification page to complete the online application;

Return to Work from a Disability -
You should be in this section if you were directed here by the Return to Work Coordinator.
- Your Return to Work Coordinator will inform you of the job class that you should apply to. Click on the button below to access Class Specifications, select the appropriate Job class, and click on the link at the top of the class specification page to complete the online application.

NOTE:
- When you click on any of the buttons for categories 1 - 3 above, the system takes you to the alphabetical list of classes.
- When you select a class, there is a link at the top of the page that says "If you are submitting an application associated with a Free Name or Other Special Appointment, click here." The link goes directly to the application. Applications that are received through this process are assigned an alphabetic character that identifies the category selected.
