SUMMARY STATEMENT

The incumbent selected for this position will be responsible for directing the departments of Psychology, Social Work, Rehabilitation Therapies and the Recovery Mall, in an inpatient state mental health hospital. Duties include taking a lead role on the team responsible for implementing significant practice changes including; trauma informed care, person-directed treatment planning, and individualized treatment services. This position will oversee clinical service provision including planning, policy and procedure development, discharge planning, clearly linking recovery plans to treatment activities, and other key issues. In addition, the incumbent will train and educate staff in the principles and techniques of recovery-oriented care, and how this is demonstrated in service outcomes.

SELECTIVE REQUIREMENT

  1. Experience working in an inpatient mental health treatment facility for adults.
  2. Knowledge regarding the development of a recovery-based system of care.
  3. Experience in implementing person centered treatment planning.

ESSENTIAL FUNCTIONS

  • Plans, organizes and directs the operation of professional services programs.
     
  • Establishes policies, goals and objectives by which professional services departments are provided; provide information and corrective action plans in response to licensing survey deficiencies.
     
  • Plans and organizes mechanisms to monitor and evaluate the quality and appropriateness of patient care and the clinical performance of all individuals with delineated clinical responsibilities. 
     
  • Monitors peer review of medical staff as part of the basis for recommendations for continued membership on the medical staff and/or delineation of individual clinical responsibilities.
     
  • Establishes standards for credentials, reappointment, renewal, or revision of clinical privileges of the medical staff as described in the medical staff by laws and rules and/or approved by the health care facility governing body.
     
  • Serves in a consultative role by reviewing and evaluating program operations as practiced by professional staff in the treatment of patients; Coordinates and consults with the Treatment Services department to assure adequate professional staffing and delivery of professional services.
     
  • Manages professional services contracts.
     
  • Participates in a facility-wide quality assurance program; conducts periodic studies of the quality of professional programs and the adequacy in meeting current treatment needs of patients; identifies areas for process improvement and analyze indicators in relation to licensing standards.
     
  • Interprets policies and standards and resolves problems as they relate to the delivery of  professional services;  conducts periodic studies of the quality of professional programs and the adequacy in meeting current treatment needs of patients.
     
  • Participates on various committees, as part of the management team, as assigned by the facility director.
     
  • Prepares and oversees the preparation of reports regarding the operation of professional services departments.

JOB REQUIREMENTS

JOB REQUIREMENTS for Director of Professional Services
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a Bachelors degree or higher in Behavioral, Social or Health Science or related field.
  2. Experience in health or human services program administration such as overseeing and directing the development, implementation and evaluation of health or human services programs and services; planning and establishing short and long range program goals and objectives. Providing advice to other agency organizational units through consultation.
  3. Experience in strategic planning which includes planning and mapping a path between the present and future usually for three to five years by determining key objectives, how to accomplish the key objectives, what strategies should be used, what activities would contribute to accomplishing the key objectives and developing performance measures to gauge and report progress or success.
  4. Experience in operations management which includes planning, directing, coordinating, controlling and evaluating multiple units typically through subordinate supervisors.
  5. Experience in developing policies and procedures.
