Introduction

The Office of Women’s Advancement and Advocacy is responsible for overseeing the State’s women’s rights work, including leading the ongoing implementation of women’s rights legislation, evaluating current women’s rights legislation, building support for new legislation, and advising the Governor’s Office, the Legislature and the Secretary of the Department of Human Resources. The office reviews and reports on the status of women in the State as well as provides information on the status of women to the public, state agencies, the General Assembly, the Judiciary, organizations, businesses and institutions, when necessary. The office also oversees the Delaware Women’s Commission, Delaware Women’s Hall of Fame Committee and the Delaware Women’s Workforce Council. This position is in the Department of Human Resources, which was established by House Bill 4, as amended by House Amendment No. 1, effective July 1, 2017, and will report to the Director of the Office of Women's Advancement and Advocacy.

Summary Statement

The Analyst is responsible for promoting the equality and equity of women in all areas of society by applying their experience in data driven policy and research, and exercising their analytic, project management, writing and critical thinking skills, and prioritizing. Responsibilities also include data cleansing, merging, and restructuring complex state and local administrative datasets.

Preferred Qualification

Applicants who do not possess the preferred qualification will still be eligible to compete for this position if job requirements are met.

Essential Functions

  • Leads innovative research on the status of women in Delaware. 
  • Cleans, merges, and restructures complex state and local administrative datasets for analysis.
  • Identifies the best possible uses for data in policy and political context including responding to stakeholder questions and providing actionable analysis in answer to questions not yet asked.
  • Collects qualitative and quantitative data through file review, structured interviews, surveys and other methods of data collection.
  • Works closely with policy makers and stakeholders to forecast the impact of new policies on women statewide.
  • Ensures data storage security.
  • Expresses statistical concepts research findings and policy ideas clearly and concisely in a compelling way to assist or convince others, both orally and in writing.
  • Works with stakeholders to identify performance measures and collects and tracks indicators following policy implementation.
  • Establishes and maintains effective working relationships with data system administrators, technicians and clerks.

Job Requirements

Job Requirements for Policy and Research Analyst
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a Bachelor’s degree AND four years of experience in data analysis and social research or similar relevant work; OR possession of a Master’s degree AND two years of experience in data analysis and social research or similar relevant work; OR possession of a PhD in Public Policy, Public Administration, Gender Studies, Sociology, or related field.
  2. Experience in working with large administrative datasets including extensive cleaning and merging.
  3. Experience in collecting qualitative and quantitative data.
  4. Experience in creating presentations and reports using research and data for non-research focused audiences.
  5. Experience in writing and editing policy papers.
