Summary Statement

The class incumbent administers a comprehensive substance abuse program which includes coordinating medical and psychological detoxification and aftercare services in a 24 hour facility.

  • Supervises staff of 7-10 professional employees.

Preferred Qualification

Applicants who do not possess the preferred qualification will still be eligible to compete for this position if job requirements are met.

  1. Possession of a Clinical Social Worker License (LCSW) OR a Professional Counselor of Mental Health License (LPCMH).
  2. Possession of a Substance Abuse Certification from the American Psychological Association (APA), College of Professional Psychology Substance Use Disorders (CPP) or Certified Alcohol and Drug Counselor (CADC).

  • Directs the daily operation of a regional substance abuse program.
     
  • Participates in team conferences and directs intensive casework and counseling activities provided by professional staff.
     
  • Plans, assigns, reviews and evaluates the work of counseling and other staff.
     
  • Maintains a variety of contacts and works with community projects and group organization when needed.
     
  • Evaluates quality of services provided and recommends new or revised programs or service delivery techniques; implements approved recommendations.
     
  • Supervises residential treatment activities, counseling programs, intervention services and other related activities.
     
  • Interacts with other agencies, such as mobile crisis unit and conduct follow-up activities.

Job Requirements

JOB REQUIREMENTS for Substance Abuse Program Administrator
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Three years experience in health or human services work such as applying theories, principles, laws and practices of health or human services programs and services that assist with and improve life for individuals, families, or communities such as financial support, employment, unemployment, housing, health care/disease prevention, substance abuse, child protective services, physical/mental health treatment and prevention or rehabilitation. 
  2. Six months experience in interpreting laws, rules, regulations, standards, policies, and procedures.
  3. Six months experience in narrative report writing.
  4. Knowledge of health or human services program administration such as overseeing and directing the development, implementation and evaluation of health or human services programs and services; planning and establishing short and long range program goals and objectives. Providing advice to other agency organizational units through consultation. 
  5. Knowledge of developing policies or procedures.
  6. Knowledge of staff supervision acquired through course work, academic training, training provided through an employer, or performing as a lead worker overseeing the work of others; OR supervising staff which may include planning, assigning, reviewing, and evaluating the work of others; OR supervising through subordinate supervisors a group of professional, technical, and clerical employees.

Conditions of Hire

Pre-employment Drug Testing:  Upon a conditional offer, you must undergo pre-employment drug testing as part of the hiring process.

Criminal background check:  A satisfactory criminal background check is required as a condition of hire.  The recruiting agency may require the applicant to pay for the criminal background check as part of the conditional offer of hire.
