Summary Statement

A class incumbent is responsible for managing the total security operations of a large facility during an assigned shift or for managing a statewide program.

  • Supervises administrative, supervisory, and custody staff on an assigned shift of a large institution, all shifts of a medium institution or for a statewide program.

Essential Functions

  • Directs, supervises and is responsible for all lower level officers assigned to a shift/program. Ensures that work schedules and plans are developed in accordance with operational needs.
     
  • Makes periodic inspections of all areas of the facility grounds, staff and equipment to ensure enforcement of all rules, regulations, policies and procedures and to detect any potential security system defects.
     
  • Develops, recommends and upon approval oversees the implementation of new/revised operating procedures.
     
  • Acts personally or directs the control of inmate disturbances and disorders.
     
  • Oversees and directs the deployment of staff to meet operational needs or emergency situations.
     
  • May participate on the inmate classification committee or inmate grievance board.
     
  • Performs ongoing or special investigations of possible criminal activities.
     
  • Oversees the operation of statewide programs such as Transportation/Court and CERT.
     
  • Prepares and/or oversees the preparation of various reports.
     
  • May be responsible for the relief unit.

Job Requirements

JOB REQUIREMENTS for Correctional Captain
Applicants must have education, training and/or experience demonstrating competence in each of the following areas: 

  1. At least three years experience as a Correctional Lieutenant OR at least two years experience as a Correctional Staff Lieutenant OR equivalent experience
  2. Possession of a valid Driver’s License (not suspended, revoked or cancelled, or disqualified from driving).

Additional Posting Information

Applicants may only apply if they are current permanent employees of the State of Delaware Department of Correction in a position covered by the Merit System who have completed their initial probationary period.

Incumbents working four or more hours of work between the hours of 6:00 p.m. and 8:00 a.m. the following day will receive 5% shift differential pay. 

In-Line Statement - Appointees other than in-line promotions must successfully complete a Department training course in security and related areas prior to assignment.  This course is administered by the Department of Correction at the Employment Development Center.  Coursework includes physical, classroom, and hands-on training.  Instruction is provided in the areas of inmate supervision, defensive tactics, riot control, weapons, report writing, and emergency medical training.

Employees in a qualifying Correctional Officer (CO) series position will be eligible to retire after completing twenty-five (25) years of pension creditable State service with at least twenty (20) of those years of pension creditable service in a CO series classified position at the time of retirement.

Conditions of Hire

Union:  As a condition of accepting employment, the person selected for this position shall join and pay dues to the labor organization or may, instead not join but pay a service fee no greater than the dues.  The labor organization has been elected by employees as their representative for collective bargaining and other work related purposes.
