Summary Statement

The position provides financial management of approximately $1 billion in State and Federal operating and capital budget, oversees a staff of 51 and reports directly to the Cabinet Secretary. The position will maintain DelDOT’s financial planning; pursue opportunities to secure and maximize resources; and maintain and manage DelDOT’s financial and accounting functions including coordination of independent audits. This position also manages Contract Administration (advertising of public works and professional services contracts) and Facilities Management (facility issues; mail delivery; print projects; supply distribution; and archiving of files).

Preferred Qualification

Applicants who do not possess the preferred qualification will still be eligible to compete for this position if job requirements are met.

  • Experience in Governmental accounting.
  • Experience in using an integrated Enterprise Resource Planning (ERP) system.

  • Provides recommendations, guidance and direction to management for the purpose of understanding, meeting organizational and operational goals and objectives and identifying/resolving problems/needs.
     
  • Interprets, explains and applies applicable state and federal laws, rules, regulations, policies and procedures.
     
  • Provides representation at meetings, hearings, contract negotiations, presentations, proceedings and committees.
     
  • Compiles, analyzes and prepares a variety of statements and reports for state, special, private or federally funded programs for use in financial, budget and personnel management.
     
  • Develops cost projections based on past records and anticipated activities and makes fiscally sound recommendations.
     
  • Develops and implements policies and procedures relative to financial matters.
     
  • Monitors and analyzes program expenditures for compliance with federal regulations and contractual agreements and projecting budget requests and federal reimbursements.
     
  • Participates in the financial review of requests for proposals by making recommendations; may prepare requests for proposals.
     
  • Interfaces with agency officials, federal government representatives, fiscal and budget personnel, program representatives and employees in order to compile and analyze data and recommend improvements or solutions.
     
  • Analyzes pertinent legislation and state/federal regulation to anticipate the effect on the agency's operations.

Job Requirements for Director of Finance

Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a Bachelor’s degree or higher in Accounting, Business, Finance or related field.
  2. Experience in financial analysis which includes compiling, analyzing and interpreting financial data to ensure effective and efficient accounting of funds or to make projections for financial planning.
  3. Experience in analyzing financial problems, developing alternatives, recommending and advising management on solutions.
  4. Experience in budget management and control which includes managing a budget for the purpose of keeping expenditures within the limitations of available appropriations and revenue and maintaining, monitoring, projecting and controlling a budget within set policies and procedures. 
  5. Three years experience managing accounting operations.
  6. Experience in operations management which includes planning, directing, coordinating, controlling and evaluating operations typically through subordinate supervisors.
