Summary Statement

The incumbents serve as Change Control Specialists and will use formal processes to ensure that changes to a system are introduced in an organized and controlled manner.  Responsibilities include:  recording, classifying, assessing, planning, building, testing, implementing, and closing and gaining acceptance in areas such as application, network or computer environments.  The incumbents will support the Affordable Care Act Eligibility Modernization and the Medicaid Management Information System (MMIS) Replacement projects.

Selective Requirement

Selective Requirements must be met in addition to the job requirements.  Applicants who do not possess the selective requirement will not be qualified.

  1. Six months experience with Information Technology (IT) change control management processes within an IT organization.

Essential Functions

Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class.   • Plans for the development of data processing capabilities and writes the Department's Annual Computer System Implementation Plan which defines needs and proposes solutions to problems with attendant costs.
     
  • Develops and recommends data processing standards, policies and procedures.
     
  • Establishes, in conjunction with program administrators and directors, goals and objectives for data processing.
     
  • Evaluates divisional Bud 27 and 28 requests, prioritizes items and recommends departmental budget.
     
  • Recommends approval or disapproval of requests for purchase or lease of hardware and software.
     
  • Supervises a small number of personnel and/or oversees the work of contractors.
     
  • Manages data stored on servers, eliminating duplication and permitting authorized access over divisional lines.
     
  • Represents the Department at Information Resource Managers statewide meetings and at OIS meetings for data security.
     
  • Monitors divisional data processing costs to ensure budgetary compliance.
     
  • Develops in-house training programs and selects vendors for software training.
     
  • Evaluates new hardware and software.

Job Requirements

JOB REQUIREMENTS for Data Processing Administrator
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Six months experience in administering computer data networks which includes troubleshooting, diagnosing and resolving hardware and software problems.
  2. Six months experience in database management concepts and systems development lifecycle methodology.
  3. Six months experience in information technology project management which includes planning, scheduling, staffing, coordinating, controlling, monitoring, evaluating and reporting on status of IT projects.
  4. Knowledge of budget management and control which includes managing a budget for the purpose of keeping expenditures within the limitations of available appropriations and available revenue and maintaining, monitoring, projecting and controlling a budget within set policies and procedures.
  5. Knowledge of staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.

Conditions of Hire

Criminal background check:  A satisfactory criminal background check is required as a condition of hire.  The recruiting agency may require the applicant to pay for the criminal background check as part of the conditional offer of hire.
