Summary Statement

The Director of the Division of Prevention and Behavioral Health Services (PBH) is an exempt position and serves at the pleasure of the Cabinet Secretary of the Department of Services for Children, Youth and Their Families.  The incumbent is responsible for managing and directing statewide operations for prevention, early intervention, and treatment services for children and adolescents.  The incumbent is responsible for administering the portion of the State of Delaware Medicaid Plan that serves children and youth in need of services for mental health, behavioral health or substance use issues.

Essential Functions

  • Directs the Division of Prevention and Behavioral Health Services through subordinate managers, including direct service personnel and administrative staff.
  • Reviews, analyzes and ensures compliance with Medicaid regulations.
  • Coordinates multiple funding streams to address behavioral health issues in our state and is responsible for all related ancillary tasks including: family engagement; planning; program development; fiscal responsibility; contractual monitoring of all PBH contractors; and federal block grant administration.
  • Develops, implements and monitors a continuous training cycle for all front line staff and supervisors with a focus on family engagement, trauma informed care, and case management.
  • Evaluates and provides feedback on the effectiveness of all (state operated and contracted) prevention and behavioral health treatment programs.
  • Develops clear policies and strategic direction for the Division in alignment with the agency's mission.
  • Collaborates with a network of providers, state agencies and community stakeholders, and members of the legislature.
  • Prepares, administers, and manages an annual budget, including federal and state grant funding.

Job Requirements

JOB REQUIREMENTS for Division Director

Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a Bachelor's degree or higher from an accredited college or university.
  2. Five years of experience in program administration such as overseeing and directing the development, implementation and evaluation of human services programs and services; planning and establishing short and long-range program goals and objectives.
  3. Experience in achieving results within a complex organization while addressing the demands of varied stakeholders.
  4. Experience in strategic planning.
  5. Five years of experience in policy administration, which includes planning, developing, implementing and evaluating policies and procedures.
  6. Knowledge of budget administration including managing, developing, analyzing, and implementing budgets and establishing internal controls. 
  7. Experience in representing an organization in public forums including community and legislative stakeholder events.

Conditions of Hire

Criminal background check: A satisfactory criminal background check is required as a condition of hire.  The recruiting agency may require the applicant to pay for the criminal background check as part of the conditional offer of hire.
