Introduction

Department of Human Resources was established by House Bill 4, as amended by House Amendment No. 1, effective July 1, 2017.  This position will be in the Department of Human Resources and will report to the Director of the Office of Women's Advancement and Advocacy. This is an exciting opportunity for a professional committed to eliminating gender-based bias and discriminatory policies and practices. The Office of Women’s Advancement is responsible for overseeing the State’s women’s right work, including leading the ongoing implementation of women’s rights legislation, evaluating current women’s rights legislation, building support for new legislation, and advising the Governor’s Office, the Legislature and the Secretary of the Department of Human Resources.  The office will review and report on the status of women in the State as well as provide information on the status of women to the public, state agencies, the General Assembly, the Judiciary, organizations, businesses and institutions, when necessary.  The office will also oversee the Delaware Women’s Commission, Delaware Women’s Hall of Fame Committee and the Delaware Women’s Workforce Council.

Summary Statement

The incumbent will provide administrative support to the Director, Office of Women's Advancement and Advocacy in the development and implementation of policies and programs to promote equality and equity of women in all areas of society.

Essential Functions

  • Assists with conferences, briefings and meeting preparation, including an annual event celebrating the Delaware woman of the year and meetings and events related to the Delaware Women's Commission, Delaware Women's Hall of Fame Committee and the Delaware Women's Workforce Council.
  • Keeps calendars, arranges conference calls and webinars, schedules appointments, arranges travel and organizes and maintains paper and electronic files.Creates and maintains a referral list to help with public inquiries.
  • Ensures timely responses to inquiries with appropriate referrals to state departments, agencies or community organizations.  Keeps superior informed of sensitive issues and potential problems.
  • Updates and maintains data base of key contacts. Conducts periodic data cleaning efforts.
  • Researches, compiles, prepares and proofreads reports, newsletters and correspondence.  Transcribes and distributes minutes from meetings.
  • Gathers, organizes and formats information and other communications and educational materials, and disseminates information to the public or media groups through the use of print, broadcast or electronic media.
  • Plans, coordinates and directs officer activities and/or specials projects; analyzes and makes recommendations regarding operating practices, policies and procedures to ensure smooth and efficient office operation; implements new/revised policies and procedures.

Job Requirements

JOB REQUIREMENTS for Executive Secretary
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Three years experience in coordinating administrative support operations, tracking workflow and resolving problems, providing guidance and consultation to management, customers and others on administrative matters.
  2. Three years experience in conducting research from multiple sources, analyzing data collected and preparing reports, letters and administrative documents.
  3. One year experience in using an automated information system to enter, update, modify, delete, retrieve/inquire and report on data.
  4. One year experience in using standard computer software programs for word processing, spreadsheets or databases.
