Summary Statement

A class incumbent is responsible for performing various administrative functions necessary to ensure the maintenance of discipline and security within a correctional/detention facility.

  • Responsible for the supervision of an assigned shift of Correctional Lieutenants and Officers, or the overall responsibility of Correctional Lieutenants and Officers at a small facility or for a facility-wide program.

Essential Functions

  • Serves as a shift supervisor or as commander of the control center. Oversees the implementation of policies/procedures and the enforcement of institutional/departmental rules and regulations.  Ensures accurate and consistent interpretation of same.
     
  • Directs and instructs all custody staff in the performance of assigned duties. Maintains discipline among officers.  Interprets policies, procedures, rules and regulations to officers.
     
  • Plans and schedules work assignments, regulating vacations, approving overtime and scheduling relief officers in order to maintain and adequate complement of custody staff for critical posts and areas.
     
  • Makes regular inspections of buildings, grounds, cell blocks and other areas of the facility.
     
  • Oversees the taking of periodic counts of inmates/detainees. Receives, reviews and records same.  Investigates any discrepancies to ensure accurate counts are maintained.
     
  • Conducts disciplinary hearings and investigations regarding alleged rule violations by inmates. Prepares decision and submits to superior for approval.
     
  • Staffs or assists in staffing the control room during emergencies.
     
  • Serves as arsenal administrator, maintains necessary weaponry and ammunition and assures a state of readiness in the event of an emergency. Responsible for recall of custody staff in emergencies.
     
  • Prepares variety of reports regarding staff, inmates/detainees and operations.
     
  • May act in the absence of the Warden.

Job Requirements

JOB REQUIREMENTS for Correctional Staff Lieutenant
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. At least eighteen months experience as a Correctional Lieutenant or equivalent experience.
  2. Possession of a valid Driver’s License (not suspended, revoked or cancelled, or disqualified from driving).

Additional Posting Information

Appointees other than in-line promotions must successfully complete a Department training course in security and related areas prior to assignment.  This course is administered by the Department of Correction at the Employment Development Center.  Coursework includes physical, classroom, and hands-on training.  Instruction is provided in the areas of inmate supervision, defensive tactics, riot control, weapons, report writing, and emergency medical training.       

Employees in a Correctional Officer (CO) series position will be eligible to retire under the provisions of HB207 if they are employed as Hazardous Duty Level A-1 at the time of retirement, have completed twenty-five (25) years of pension creditable State service, and with at least twenty (20) of those years of pension creditable service as a CO series classified position as Hazardous Duty Level A-1.

Incumbents working four or more hours of work between the hours of 6:00 p.m. and 8:00 a.m. the following day will receive 5% shift differential pay.

Union:  As a condition of accepting employment, the person selected for this position shall join and pay dues to the labor organization or may, instead not join but pay a service fee no greater than the dues.  The labor organization has been elected by employees as their representative for collective bargaining and other work related purposes.
