Summary Statement

This position performs duties associated with diverse contracts, concessions, leases and agreements, includes various legal and administrative support functions and requires statewide travel. Develops Request for Proposals (RFP) and ensures compliance with all Division concessions contracts and leases.

Essential Functions

Essential functions are fundamental, core functions common to all position in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class.  Since class specifications are descriptive and not restrictive, incumbents can complete job duties of similar kind not specifically listed here.

  • Establishes and maintains contract, agreements and legal files.
  • Reviews contracts, agreements and legal documents for completeness and accuracy.
  • Compiles and evaluates facts to complete program, legal and/or contract documents.
  • Reviews state and federal codes, laws, rules, regulations policies, and procedures to ensure compliance of contracts, agreements and legal documents.
  • Develops, reviews, plans and coordinates procurement activities such as writing bid specifications, developing Request for Proposals (RFP) and Invitations to Bid (ITB), advertising for bid, and recommending contract awards.
  • Gathers information to satisfy requests under the Freedom of Information Act (FOIA). Reviews with technical superior prior to releasing.
  • Assures effective coordination of operational functions.
  • Establishes tracking and monitoring systems and conducts follow up to ensure effective resolution of matters.
  • Maintains and controls data and/or filing systems to ensure effective, accurate and easily retrievable documentation of operations, program and project activities.
  • Must be able to demonstrate responsibility, dependability and good communication skills.
  • Maintains and reports on hours of service and other records as required.
  • Performs other related work as required.

Job Requirements

  1. Six months experience in procurement services which includes purchasing goods and services in accordance with procurement procedures and contract specifications.
  2. Six months experience in contract management and control which includes ensuring compliance with terms of contracts; negotiating changes to existing contracts.
  3. Six months experience in developing contracts for procurement of goods and services including researching and writing specifications, analyzing bids and recommending contract award.
  4. Knowledge of legal terminology.
  5. Possession of a valid driver’s license (not suspended, revoked or cancelled, or disqualified from driving).
