Summary Statement

The incumbent directs and oversees the contractual procurement of treatment/rehabilitation, administrative support, technical assistance, training and professional services for the Division and all of its functional units.  The incumbent prepares and processes Requests for Proposals (RFP’s), which are developed by other staff members to assure compliance with technical and programmatic requirements.  Work also includes directing/overseeing the development and application of contractual program service delivery.

Essential Functions

  • Monitors and coordinates activities required for the Medicaid Rehabilitative services program i.e., QA monitoring, program certification, client eligibility etc.
     
  • Directs/oversees the contractual procurement of treatment/rehabilitation, administrative support, technical assistance, training and professional services for the Division.
     
  • Prepares and reviews contractual program budget requests for the Division.
     
  • Reviews RFP's (developed by other staff members) to assure compliance with technical and programmatic requirements.
     
  • Oversees the advertisement and presubmission meeting process and the receipt and review of competitive proposals submitted.
     
  • Conducts/oversees contract negotiation process and development of contract documents assuring adherence to contract submission and processing requirements.
     
  • Assists in the development and review of federal grant applications.
     
  • Coordinates the delivery of services by contractual providers.  Responds to and resolves problems/disputes of contractors/providers relating to delivery of services.
     
  • Directs the redesign of standards and measures for evaluation of program operation, and results to improve effectiveness and efficiency.  Recommends and oversees corrective action measures.
     
  • Develops contract management policies and procedures; medical assistance plan (Medicaid) amendments and drafts legislations.

Job Requirements

JOB REQUIREMENTS for Community Mental Health Program Contract Manager
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Three years experience in budget management and control which includes managing a budget for the purpose of keeping expenditures within the limitations of available appropriations and available revenue and maintaining, monitoring, projecting and controlling a budget within set policies and procedures.
  2. Three years experience in ensuring compliance with laws, rules, regulations, standards, policies, and procedures.
  3. Knowledge of contract administration which includes overseeing the development and negotiation of contracts and bid specifications; managing bid openings; awarding and executing contracts.
  4. Knowledge of developing policies or procedures.
