Summary Statement

The Office of Animal Welfare was established to be responsible for coordinating programs, standards, and oversight to protect our State’s animals and ensure best practices with public health and safety.  The incumbent in this position will: represent the office to the public, establish structure of the office, including consolidation of services from other areas of the state, research and make recommendations regarding several start-up issues surrounding the establishment of the Office of Animal Welfare.

Essential Functions

  • Act as liaison to members of the State Legislature, other State Agencies, state veterinarians and the media.   
  • Research best practices and a spectrum of models for animal control management. 
  • Establish a data base for a centralized call dispatch system to: track animals statewide, reunite owners with lost pets, track microchip information, vaccination status, licensing information, spay/neuter status and cruelty records.
  • Develop a partnership with Delaware Emergency Management Agency (DEMA) with regards to emergency response and sheltering of animals during natural disasters.
  • Develop and implement statewide training and certification of Animal Control Officers.
  • Analyze capacity and costs issues surrounding dog control and make recommendations regarding which level of government should have jurisdiction.
  • Establish procedures related to Trap-Neuter-Return (TNR) for cat overpopulation.
  • Educate the public on licensing benefits and procedures, Spay/Neuter programs importance and availability, and responsible pet ownership and caretaking.
  • Oversee staff and office functions, establish operating procedures and provide routine personnel management.

Applicants must have education, training and/or experience demonstrating competence in each of the following areas.
 

  1. Possession of a Bachelors degree or higher preferred.
  2. Six months experience in program administration such as overseeing and directing the development, implementation and evaluation of programs and services; planning and establishing short and long range program goals and objectives. Providing advice to other agency organizational units through consultation.
  3. Six months experience in developing policies and procedures.
  4. Six months experience in operations management which includes planning, directing, coordinating, controlling and evaluating operations typically through subordinate supervisors.
  5. Six months experience in budget administration which includes managing, developing, analyzing and implementing budgets; developing strategic plans and establishing internal control.
  6. Six months experience in developing solutions and providing recommendations, guidance and direction to management/officials in accomplishing organizational and operational goals and objectives and identifying and resolving issues.
