Summary Statement

This is an exempt position and serves at the pleasure of the Commissioner of Correction. The incumbent is responsible for assisting the Bureau Chief in directing statewide operations of the Bureau of Community Correction with 600 staff members overseeing approximately 15,000 probationers and 1,000 offenders at community custody and work release centers. The Bureau is responsible for promoting public safety by effectively supervising adult offenders placed under community supervision, providing programs and treatment services that promote long-term self-sufficiency, and supporting efforts that make victims whole in accordance with Delaware law. This position reports directly to the Chief of the Bureau of Community Correction.

Essential Functions

  • Assists the Bureau Chief with organizing the Bureau of Community Correction to ensure effective case supervision of probationers, parolees and offenders committed to a Work Release or Violation of Probation Center for transitional services such as job searches, education and substance abuse treatment.
  • Assists the Bureau Chief in directing, coordinating, and managing, through subordinate administrators, probation and parole programs and services, with an emphasis on reentry programs and services, in accordance with state and federals laws, rules and regulations. 
  • Assists the Bureau Chief with the review, analysis, and interpretation of statutory requirements for the administration of offender services; assists with the promulgation of policies, procedures, and guidelines necessary to meet these requirements.
  • Assists the Bureau Chief in collaboration with the courts, correctional institutions, state, federal, public and private agencies, community groups, local elected officials and legislators to address ongoing issues of public concern. May represents the agency on a number of state and national committees.
  • Assists the Bureau Chief with the preparation, administration and control of an annual budget of over $49 million; seeks grant and funding opportunities to assist in meeting Department needs.
  • Assists the Bureau Chief with the maintenance of a system of communication, enabling awareness of pertinent information at all levels; delegates decision-making responsibility at appropriate levels; provides qualitative and quantitative measures of work performance; and assures accountability with minimal interference to service delivery.

JOB REQUIREMENTS for Deputy Bureau Chief of Community Correction

Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a Bachelor’s degree or higher from an accredited college or university.
  2. Three years of experience in Community Correction administration which includes overseeing and directing the development, implementation and evaluation of Community Correction programs and services; establishing program objectives; planning short and long range program goals; developing and implementing program policies and procedures and ensuring compliance and funding requirements. Provides advice to other agency organizational units through consultation.
  3. Five years of experience in interacting with criminal justice organizations such as law enforcement, courts, corrections, parole boards, community groups, or local governments.
  4. Three years of experience in operations management which includes planning, directing, coordinating, controlling and evaluating operations typically through subordinate supervisors.
  5. Three years of experience in budget administration which includes managing, developing, analyzing and implementing budgets; developing strategic plans and establishing internal control.
  6. Experience in strategic planning which includes planning and mapping a path between the present and future usually for three to five years by determining key objectives, how to accomplish the key objectives, what strategies should be used, what activities would contribute to accomplishing the key objectives and developing performance measures to gauge and report progress or success.
