Summary Statement

The incumbent reports to the Director of Community Behavioral Health Services and provides administrative direction related to statewide program development including compliance with federal requirements and programmatic problem resolution.  Work includes:  clinical oversight, direction and technical assistance for the state’s Substance Abuse and Co-occurring providers.  Duties include:  designing and implementing continuum of care for assessment, consultation and treatment services and the integration of alcohol and drug treatment with physical health and mental health programs.

Essential Functions

  • Provides administrative direction and supervision for statewide program development for substance abusing and addicted children and adolescents or adults.
     
  • Provides clinical direction and supervision of case management services.
     
  • Integrates alcohol and drug treatment services with child and adolescent or adult treatment planning, case coordination and data management services in mental health.
     
  • Oversees integration with programs of other State agencies.
     
  • Oversees development of State operated and contracted service-provider programs.
     
  • Develops accountability program including management and clinical information system, evaluation of clinical effectiveness and cost efficiency.
     
  • Directs responses to federal initiatives.
     
  • Provides/coordinates training activities for child/adolescent or adult substance abuse/addictions and mental health problems.

Job Requirements

JOB REQUIREMENTS for Director Alcohol/Drug Services
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a Bachelors degree or higher in Behavioral or Social Science or related field.
  2. Three years experience in alcohol and drug abuse prevention, intervention, and treatment programs.
  3. Six months experience in health or human services program administration such as overseeing and directing the development, implementation and evaluation of health or human services programs and services; planning and establishing short and long range program goals and objectives. Providing advice to other agency organizational units through consultation.
  4. Six months experience in developing policies and procedures.
  5. Six months experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.
