Summary Statement

This position serves as the Water Allocation Program Scientist and is responsible for issuing construction and water allocation permits for irrigation and public water supply, well permits and site inspections for public, industrial and irrigation wells, and construction dewatering. The incumbent is responsible for the maintenance of water use and well permits databases; use of GIS in processing applications and performing hydrologic analysis; performs site inspections for allocated facilities including GPS locations, impacts to other users and monitoring requirements.

Preferred Qualification

Applicants who do not possess the preferred qualification will still be eligible to compete for this position if job requirements are met.

  1. Six months experience in well design, construction or evaluation, including calculation of drawdown, assessment of potential for contaminant transport, or aquifer evaluation.

Essential Functions

  • Conducts field studies or inspections and evaluations for compliance with permit and regulatory requirements; observes, collects, analyzes, reviews and interprets data from standard field studies, compliance inspections, various regulatory submissions or literature and makes recommendations.
     
  • Performs statistical analysis of data.
     
  • Conducts technical reviews and makes recommendations on permit applications or other various regulatory submissions to ensure compliance with regulations.
     
  • Prepares permits, technical reports and/or enforcement case documents.
     
  • Responds to technical/regulatory inquiries from other state, local and federal agencies as well as public and private organizations or individuals.

Job Requirements

JOB REQUIREMENTS for Environmental Scientist III 
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a Bachelors degree or higher in Life, Physical, or Applied Science or related field.
  2. Six months experience in environmental or natural resources project management which includes planning, developing, implementing, managing and evaluating environmental or natural resources projects to ensure objectives are met.
  3. Three years experience in analyzing and evaluating scientific data.
  4. Three years experience in interpreting environmental laws, rules, regulations, standards, policies and procedures.
  5. Six months experience in using an automated information system to enter, update, modify, delete, retrieve/inquire and report on data.
  6. Six months experience in technical report writing.
