Summary Statement

This is an exempt position and serves at the pleasure of the Commissioner of Correction. The incumbent is responsible for assisting the Bureau Chief in directing statewide operations of the Bureau of Prisons with over 2,000 staff members overseeing approximately 5,500 inmates at four secure correctional facilities and several specialized units. The Bureau is responsible for protecting the public through incarceration of inmates, safety of staff and a wide range of correctional programs necessary to meet the needs of both society and the individual while implementing court-ordered sanctions. This position reports directly to the Bureau Chief of Prisons.

Essential Functions

  • Assists the Bureau Chief of Prisons with security, treatment, rehabilitation and administrative functions within all secure correctional institutions, as well as, ensuring the safety and security of all inmates and staff both in the facilities and during transport.
  • Provides administrative and technical guidance to staff to insure the effective operation of the Bureau of Prisons.
  • Monitors, recommends, develops and implements programs, policies and procedures to ensure effective operations.
  • Monitors operating budget, contracts and ensures operation within budgetary constraints.
  • Participates on various planning committees.
  • May represent the agency on a number of state and national committees.
  • Develops policy, strategic direction and legislation having department or state level application and/or financial impact.
  • Establishes long and short term goals, objectives and priorities in accordance with the overall mission.

JOB REQUIREMENTS for Deputy Bureau Chief of Prisons

Applicants must have education, training and/or experience demonstrating competence in each of the following areas.

  1. Possession of a Bachelor’s degree or higher from an accredited college or university.
  2. Three years of experience in correctional administration which includes planning, directing, coordinating and monitoring security operations, administrative functions, treatment and institutional programs; establishing program objectives, short and long range goals, program policies, procedures, rules and regulations; and providing advice to other agency organizational units through consultation.
  3. Experience in representing an organization at interagency functions, community groups and legislative forums.
  4. Experience interacting with criminal justice organizations such as law enforcement, courts, corrections, parole boards, community groups, or local governments.
  5. Knowledge of budget administration which includes managing, developing, analyzing and implementing budgets; developing strategic plans and establishing internal controls.
  6. Knowledge of strategic planning which includes planning and mapping a path between the present and future usually for three to five years by determining key objectives, how to accomplish the key objectives, what strategies should be used, what activities would contribute to accomplishing the key objectives and developing performance measures to gauge and report progress or success
