Summary Statement

The incumbent in this position will perform social service administration work overseeing the functional and administrative operations and implementation of statewide social service programs and/or special projects assisting the Director or Deputy Director in the areas of policy interpretation, rules and regulation compliance, budget preparation, legislation drafting and revision, developing and providing media information and representing the division on statewide task forces and committees.

Essential Functions

  • Provides interpretation, implementation and communication of state and federal regulations to statewide, regional and administrative staff.
     
  • Develops and coordinates budget proposals for division's operating budget.
     
  • Recommend need for policy and procedure revisions in order to accomplish program objectives, meet client's needs.
     
  • Supervises, reviews, evaluates, coordinates, and prioritizes the work of staff and make recommendations on hiring and disciplinary action.
     
  • Monitors hearings and grievances to assure client/employee provider complaints are processed in accordance with time standards and decisions are in accordance with policy.
     
  • Maintains/negotiates contractual agreements, develops proposal requests to implement provisions of state and federal regulations and/or to provide program services.
     
  • Monitors program service effectiveness through federal/state program reviews, statistical reports, and analyzes and develops corrective action.
     
  • Assesses current operations and regulation requirements for applicability to computerization and develop maintenance request to instruct programmers on steps needed to offset changes.
     
  • Chairs statewide committees, task forces, arranges meetings, coordinates interdivisional projects, develops press releases, provides information to media and prepares various analytical and statistical reports.

Job Requirements

JOB REQUIREMENTS for Social Service Chief Administrator
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Three years experience in health or human services work such as applying theories, principles, laws and practices of health or human services programs and services that assist with and improve life for individuals, families, or communities such as financial support, employment, unemployment, housing, health care, disease prevention, substance abuse, child protective services, physical/mental health treatment and prevention or rehabilitation.
  2. Three years experience in developing policies and procedures.
  3. Six months experience in health or human services program administration such as overseeing and directing the development, implementation and evaluation of health or human services programs and services; planning and establishing short and long range program goals and objectives. Providing advice to other agency organizational units through consultation.
  4. Six months experience in budget management and control which includes managing a budget for the purpose of keeping expenditures within the limitations of available appropriations and available revenue and maintaining, monitoring, projecting and controlling a budget within set policies and procedures.
  5. Six months experience in staff supervision of two or more employees which includes to plan, assign, review, discipline, recommend hire, promotion, termination and administer performance plans and reviews.
