Summary Statement

The incumbent represents the Department of Services for Children, Youth and Their Families (DSCYF) on the statewide Child Death Review Panel and the Domestic Violence Fatal Incident Review Team. The incumbent will conduct Fetal Infant Mortality Reviews/Critical Incident Reviews; investigate and respond to constituent concerns; attend and support the Department Safety Council and Root Cause Analysis Reviews; ensure compliance with the Delaware Mixing Statute by completing Mixing Reviews and conducting various selective reviews at the request of the Cabinet Secretary or Division Directors.

Essential Functions

  • Assesses the planning and services/treatments for children and families active with all divisions within the department.
     
  • Audits case records and/or conducts review conferences with all concerned parties to validate treatment goals for individual clients and the services/treatments to be rendered.
     
  • Assesses immediate and long-term needs of clients and directs changes in plans and treatments as necessary.
     
  • Mediates and adjudicates inter-divisional disputes on the services and treatments to be offered to the children and their families.
     
  • Directs and assigns the responsibility for services to be performed by treatment staff, clinicians and management staff.
      
  • Investigates volatile, and sensitive circumstances of unusual incidents in the provision of services/treatments.
      
  • Identifies problem areas in the system, compiles information regarding unmet needs, and service gaps. Prepares reports, discusses deficiencies and makes recommendations.
     
  • Provides consultation, technical assistance and training to professional department staff.
     
  • Represents department on committees with community, professional, federal and state officials and conducts special case investigation and Boards of Inquiry as requested. Participates in appeal hearings.
     
  • Compiles statistics involving demographics, such as age of children, family configuration or type of placement for inclusion in CYCIS.
     
  • Monitors activities of Citizen Review Committees, and serves as a consultant to local members of citizen review committees. 

Job Requirements

JOB REQUIREMENTS for Administrative Case Review Specialist
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a Bachelors degree or higher in Behavioral or Social Science or related field.
  2. At least three years experience providing casework to families and children in the child welfare or juvenile justice system.
  3. Three years experience in case management which includes assessing, planning, developing, implementing, monitoring, and evaluating options and services to meet an individuals human service needs.
  4. Three years experience in making recommendations for continuation or changes to operations, programs, services, policies or procedures based on findings.
  5. Three years experience in interpreting laws, rules, regulations, standards, policies, and procedures.
  6. Six months experience in narrative report writing.
  7. Six months experience in staff supervision of two or more employees which includes to plan, assign, review, discipline, recommend hire, promotion, termination and administer performance plans and reviews
  8. Possession of a valid Driver's License (not suspended, revoked or cancelled, or disqualified from driving).
