Summary Statement

Professional level work managing and supervising daily activities of the Public Employment Relations and Merit Employees Relations Boards including case management, performance management of subordinates, planning and budget, and office efficiency.  Work requires application of the principles and practices of dispute resolution, including administrative and quasi-judicial proceedings and the application and interpretation of statutory, regulatory and contractual provisions.  This is an exempt position and reports to the PERB/MERB Executive Director.

Selective Requirement

Selective Requirements must be met in addition to the job requirements.  Applicants who do not possess the selective requirement will not be qualified.

Bachelor's degree or higher in Public Administration, Labor Relations, Industrial Relations, Human Resources Management, Legal Studies, or related field.

Preferred Qualification

Applicants who do not possess the preferred qualification will still be eligible to compete for this position if job requirements are met.

Six months experience in labor and employment  law legal research.

Essential Functions

Essential functions are fundamental, core functions common to positions in the class series and are not intended to be an exhaustive list of every job duty for any one position in the class.   • Responsible for the management of all budgetary processes, including working in the State automated programs (DFMS, OMS, PHRST and Mobius).
  • Responsible for the development of administrative processes (including regulations) and strategic planning in cooperation with the Executive Director.
  • Performs legal research for cases Determines legal precedents and applicable state and federal laws. Drafts recommended decisions and proposed orders based on findings of fact and conclusions of law. Researches other regulatory matters for the Director. Provides written recommendations on the disposition of any given matter .
  • May direct the post-hearing phased including review of legal briefs submitted by various involved parties.
  • Prepares public notices under appropriate statutory and regulatory requirements.
  • Conducts in-depth, comprehensive research. Reports findings to the Director, including precedent and prior agency precedent. Researches agency archives for information involving pending cases and in response to requests for information.
  • Responsible for facilitating resolution of labor disputes involving public sector employers, union and employees using current best practices in labor mediation and facilitation and for supporting cooperative collective bargaining relationships.

Job Requirements

  1. Six months experience in policy administration which includes planning, developing, implementing and evaluating policies and procedures.
  2. One year experience in quasi-judicial proceedings.
  3. Six months experience in legal and policy research which includes systematic study to discover or establish facts.
  4. One year experience managing quasi-judicial processes, including identification of issues, drafting correspondence and evaluating probable cause.
  5. One year experience in legal writing, including finding facts, analyzing arguments and applying legal precedent.
