Summary Statement

The Cash and Debt Manager directs the daily activities of the Investment/Accounting section of the Pension Office, which supports a multi-plan pension system with a $9 billion portfolio invested in a complex diversified asset allocation.  This position is a key contact with outside auditors, the actuary, investment consultants, and banks; and is the subject matter expert in government accounting and reporting.  The Cash and Debt Manager supports the Board of Pension Trustees as well as its Investment and Audit Committees.  Additionally, the position directly oversees and supports cash flows, benefit payments to more than 26,000 retirees, investment funding, reconciliations to IT systems, maintenance of a separate financial reporting system, and compilation of the annual comprehensive financial report.

Preferred Qualification

  1. One year experience in Government Accounting OR Auditing OR Possession of one of the following certifications: CPA (Certified Public Accountant), CPFO (Certified Public Financial Officer).

Essential Functions

  • Participates with Cash Management Policy Board in the analysis, evaluation and prioritizing of cash management implementation plans developed by contracted consultants and directs the implementation of such plans.
     
  • Drafts and publishes State's request for proposal for banking services; evaluates responses and negotiates contracts for required services.
     
  • Negotiates and monitors performance of contracted investment managers.
     
  • Develops and implements short-term portfolio management plans for general and special State funds not placed with contracted managers.
     
  • Assists other State agencies by analyzing needs, identifying banking institutions capable of meeting same and reconciling differences.
     
  • Develops and monitors cash flow forecasting systems to include monthly and annual dividend and interest income.
     
  • Assists the State Treasurer and other bond issuing officers by responding to inquiries from bond rating services, commercial and investment banks regarding Delaware's financial operations and its economy.
     
  • Plans, assigns, reviews and evaluates the work of subordinate staff conducting the daily and on-going business of the unit.

Job Requirements

JOB REQUIREMENTS for Cash and Debt Manager
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:  

  1. Three years experience in reviewing and interpreting financial information for the purpose of evaluating investment options and methods.
  2. Three years experience in cash management.
  3. Three years experience in public finance such as analyzing government revenue and expenditures, public trusts and investments, budgets and taxation; evaluating economic impact, making projections and recommending public policies.
  4. Six months experience in financial administration such as comprehensive analysis of programs, budgets, projects, services, alternatives, and costs; financial planning, revenue generation, revenue forecasting, expenditure forecasting, cash flow management and establishing internal control.
