Summary Statement

A class incumbent oversees the day to day operation of the specific program on a regional basis, by directing and evaluating the work of subordinate supervisors.

  • Responsible for operating unit staff of approximately 28-40 supervisory, professional and paraprofessional employees.

Essential Functions

  • Plans, assigns, reviews and evaluates the work of supervisory case managers to insure the provision of effective services. Sets objectives and reviews work for efficiency of services provided and compliance with regulatory requirements.
     
  • Identifies service delivery problems within daily operations and recommends to superior new and revised procedures to resolve problems.
     
  • Approves funding requests for employee reimbursements or special payments to either clients or service providers.
     
  • Makes recommendations on the hire of case management staff.  Determines need for, obtains and/or provides training to case management staff.
     
  • Oversees and supervises the implementation of new and revised program and/or service delivery procedures.
     
  • Prepares monthly statistical reports regarding case activity.  Prepares analytical reports on specific cases as requested by superiors.
     
  • Participates on committees and task forces studying existing or proposed services.

Job Requirements

JOB REQUIREMENTS for Social Services Assistant County Operations Manager
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1.  Possession of a Bachelors degree or higher in Behavioral or Social Science or related field.
  2. Three years experience in health or human services work such as applying theories, principles, laws and practices of health or human services programs and services that assist with and improve life for individuals, families, or communities such as financial support, employment, unemployment, housing, health care, disease prevention, substance abuse, child protective services, physical/mental health treatment and prevention or rehabilitation.
  3. Three years experience in providing, coordinating, and monitoring the delivery of professional social services to children, youth, and their families.
  4. Three years experience in ensuring compliance with laws, rules, regulations, standards, policies, and procedures.
  5. Six months experience in staff supervision of two or more employees which includes to plan, assign, review, discipline, recommend hire, promotion, termination and administer performance plans and reviews.
  6. Knowledge of health or human services program administration such as overseeing and directing the development, implementation and evaluation of health or human services programs and services; planning and establishing short and long range program goals and objectives. Providing advice to other agency organizational units through consultation.
  7. Knowledge of developing policies or procedures.
