Summary Statement

This position is to provide the scientific, technical and policy support to ensure the implementation of various program activities of the Delaware Coastal Programs in accordance with the requirement of the Federal Coastal Zone Management Act. Primary duties will be the review and determination of Federal Consistency applications of federal activities, other duties may include work on coastal resilience and marine planning, collection and analysis of data, technical wiring for a variety of coastal issues; supporting the State Coastal Zone Act, and extensive work with Geographic Information Systems.  This position also includes public outreach activities and may include field work related to coastal inundation, wetlands and marine resources.

Preferred Qualification

Applicants who do not possess the preferred qualification will still be eligible to compete for this position if job requirements are met.

  • 6 months experience in using geographic information system software.
  • Knowledge of sea level rise, marine spatial planning and coastal management policies.

Essential Functions

  • Conducts field studies or inspections and evaluations for compliance with permit and regulatory requirements; observes, collects, analyzes, reviews and interprets data from standard field studies, compliance inspections, various regulatory submissions or literature and makes recommendations.
     
  • Performs statistical analysis of data.
     
  • Conducts technical reviews and makes recommendations on permit applications or other various regulatory submissions to ensure compliance with regulations.
     
  • Prepares permits, technical reports and/or enforcement case documents.
     
  • Responds to technical/regulatory inquiries from other state, local and federal agencies as well as public and private organizations or individuals.

Job Requirements

JOB REQUIREMENTS for Environmental Scientist I
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a Bachelors degree or higher in Life, Physical, or Applied Science or related field.
  2. Knowledge of controlled sampling, monitoring and testing techniques.
  3. Knowledge of analyzing and evaluating data.
  4. Knowledge of technical report writing.
  5. Knowledge of using an automated information system to enter, update, modify, delete, retrieve/inquire and report on data.
