Summary Statement

The incumbent manages/supervises positions in the Basetech area that support the Database, Web, and Citrix Infrastructure.  The incumbent manages Server licensing for products that Basetech installs on the servers they support.  Responsibilities include working with Telecom and other IRM staff to ensure DTI and Department of Health and Social Services (DHSS) technical Information Technology Standards are met and coordinating Disaster Recovery efforts with Telecom and Maintenance and Operations staff.  The incumbent manages/works with vendors who support DHSS Systems.

Essential Functions

  • Determines long-range departmental goals and objectives with respect to DHSS computer architecture, required (mainframe to desktop) platforms and emerging technologies. Defines solutions for needed capacity increase of information technology hardware/software.
     
  • Develops standards and procedures to ensure hardware, software, database and other problems are handled effectively.  Evaluates and selects emerging technologies to enhance departmental standards.
     
  • Provides planning and coordination of base technology activities to provide for new or improved service levels to users.  Selects, acquires, implements and supports base technologies to maximize effective use and ensure the reliability, availability and performance of the various systems.
     
  • Directs, manages and coordinates the various skills of information technology staff. Ensures employee performance is maximized to provide effective and efficient operations.  Plans, assigns, reviews and evaluates work.  Provides adequate and related training for new hires and current employees to ensure maximum performance standards and needed resources are available within budget.
     
  • Coordinates activities within DHSS and with OIS to ensure the provision of integrated services to customers. 
     
  • Develops and monitors base technologies budget.

Job Requirements

JOB REQUIREMENTS for DHSS Manager of Base Technologies
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Three years experience in information technology project management which includes planning, scheduling, staffing, coordinating, controlling, monitoring, evaluating and reporting on status of IT projects.
  2. Three years experience in maintaining computer platform operations, components, configurations, and hardware and software functions for base technologies such as database software platform technology, disciplines, or technology science.
  3. Six months experience in conducting information systems needs and requirements analysis.
  4. Knowledge of selecting base technologies in accordance with architectural standards such as ANSI and CCITT.
  5. Knowledge of budget administration which includes managing, developing, analyzing and implementing budgets; developing strategic plans and establishing internal control.
  6. Knowledge of contract administration which includes overseeing the development and negotiation of contracts and bid specifications; managing bid openings; awarding and executing contracts.
  7. Knowledge of staff supervision of acquired through course work, academic training, training provided through an employer, or performing as a lead worker overseeing the work of others; OR supervising staff which may include planning, assigning, reviewing, and evaluating the work of others; OR supervising through subordinate supervisors a group of professional, technical, and clerical employees.

Conditions of Hire
