Summary Statement

This class incumbent performs technical administrative work involving project management, review and approval and technical assistance regarding mechanical assistance and instrument support systems in all new or remodeled State buildings.

Nature and Scope

This incumbent reports to the Chief of Engineering and Operations for the Division of Facilities Management and is responsible for reviewing and approving all specifications and drawings relating to the design and installation of basic systems and accessory sub-systems in State owned or leased facilities; evaluate alternatives; consider administrative and technical impact and determine cost-effective solutions. Significant aspects of work in this class involve preparing recommendations for new construction and/or remodeling of old facilities, electrical and mechanical support systems; preparing reports, correspondence and initial plans and drawings as well as interpreting other's reports and correspondence.

Essential Functions

  • Provides pre-design services, planning, programming, development of scope work and construction cost estimates for facility construction and renovation projects for all State building projects including correctional, higher education, health, office, recreational, court and residential facilities.
     
  • Provides recommendations and guidance to state officials including agency heads for the review, development and coordination of various types of State construction, planning and renovation projects.
     
  • Ensures compliance with applicable building and construction codes as they relate to the life safety, height and area standards, means of egress and barrier removal.
     
  • Analyzes long range space and projects funding needs for Department and other State agencies. Negotiates space requirements and design standards with other State agencies.
     
  • Negotiates contracts for architectural services serving agencies Statewide and individually.
     
  • Draws final architectural space design plans for new and renovation projects.

  • Knowledge of heating, ventilation and power distribution requirements for major buildings or a building complex (institutional).
  • Skill in analyzing system designs, evaluating alternative and providing cost-effective solutions.
  • Skill in problem identification and diagnosis.
  • Skill in assimilating and presenting information.
  • Ability to develop good working relationships with people of diverse backgrounds and capabilities.
