Summary Statement

A class incumbent is responsible for directing, planning and coordinating all treatment and security programs for a youth rehabilitation facility.

  • Oversees a staff of 5 managerial/administrative and 80-100 para-professional and clerical employees at a 24-hour correctional facility.
  • Annual operating budget:  30 million dollars.

Nature and Scope

An incumbent in this class reports to the Director or Deputy Director of the Division of Youth Rehabilitative Services. An incumbent is responsible for the total operations of a 24-hour secured youth rehabilitation facility including overseeing the planning, development and implementation of programs for the care, custody, security and treatment of youths committed to the institution by the Court system. Work includes formulating institutional policies, evaluating the effectiveness of rehabilitative, treatment, security, and recreational programs and coordinating the educational program with Department staff. An incumbent develops long range plans for staffing and rehabilitative programs, develops staff training requirements and ensures staff adherence to program objectives and compliance with department directives, divisional policies and procedures, State/Federal rules and regulations, and national best practice standards. A class incumbent supervises staff in facility operations, ensuring effective implementation of policies, procedures and programs. In addition, an incumbent prepares annual budget requests, monitors expenditures of current year's operating budget and represents management in labor negotiations and hearings. A significant aspect of the work involves presenting the institution to community groups and system stakeholders to promote collaboration and understanding of institutional programs.

  • Manages and directs all institutional programs.
     
  • Oversees the implementation of new/revised programs, policies and procedures. Evaluates the effectiveness of same.
     
  • Ensures health, safety and welfare of all institutional residents by providing proper staffing and programs to meet the needs of students.
     
  • Manages, directly and through subordinate managers/supervisors, a group of professional, paraprofessional, trades, administrative support, and/or casual/seasonal employees.
     
  • Provides guidance and direction to staff to ensure the proper training of employees and effective program operations.
     
  • Acts as liaison with system stakeholders and community groups to present an institution's goals, objectives and programs and to promote collaboration in system and division initiatives that support successful outcomes for youth.
     
  • Prepares budget requests and monitors expenditures to ensure operational costs do not exceed budget appropriation.  Prepares justification for additional funding including staffing requirements, capital projects and therapeutic components.
     
  • Maintains accreditation as applicable to assigned facility and ensures adherence to national best practice standards and federal regulations.
     
  • Monitors and reports performance measures to determine effectiveness and quality of programs.
     
  • Represents management in the negotiation of labor contracts and/or resolution of grievances or employee concerns.
     
  • Works with parents and other interested parties to resolve problems and alleviate concerns regarding students assigned to the institution.

Job Requirements

JOB REQUIREMENTS for Youth Rehabilitation Institution Superintendent
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a Bachelors degree or higher in Behavioral Science, Social Science, Business Administration or related field.
  2. Three years' experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.
  3. One year of experience in health or human services program administration such as overseeing and directing the development, implementation and evaluation of health or human services programs and services; planning and establishing short and long range program goals and objectives. Providing advice to other agency organizational units through consultation.
  4. Six months' experience in budget management and control which includes managing a budget for the purpose of keeping expenditures within the limitations of available appropriations and available revenue and maintaining, monitoring, projecting and controlling a budget within set policies and procedures.
  5. One year of experience in developing policies and procedures.
