Summary Statement

An incumbent in this class administers a statewide program to locate, control and eradicate a specific disease or health hazard.

Nature and Scope

An incumbent in this class works under general administrative supervision and carries out assignments in accordance with state and federal guidelines. Responsibilities include developing plans and procedures to locate, control and eradicate a specific disease or health hazard statewide, including sexually transmitted diseases, tuberculosis, lead poisoning and diseases resulting from lack of immunization. Work in this class also includes the coordination and monitoring of program functions to ensure effectiveness of abatement activities. Significant aspects of this class involve training and supervision of staff and budget preparation.

Essential Functions

  • Plans, coordinates and oversees a statewide disease or health hazard control program. 
     
  • Develops operational procedures and monitors program activities to ensure compliance of same.
     
  • Coordinates program activities with other public and private programs to ensure total compliance.
     
  • Interacts with federal, state and local government officials.
     
  • Prepares annual budget request.  Ensures procurement of equipment, supplies and/or contractual services needed.
     
  • Monitors and evaluates statistical data to determine appropriate target screening areas.
     
  • Prepares and maintains records and reports as required.
     
  • Performs testing and reviews results to ensure quality control of sample collection and staff performance and to monitor effectiveness of screening program.
     
  • Plans, assigns, supervises and evaluates the work of staff engaged in sampling, surveillance, screening and inspection activities and clerical support functions. 
     
  • Trains staff in program techniques.
     
  • Plans and delivers educational programs.
     
  • Provides technical assistance to physicians, hospital administrators, laboratory directors and public and private agencies in disease/health hazard reporting methods.

  • Knowledge of symptoms, causes and effects of diseases and health hazards.
  • Knowledge of federal regulations related to the monitoring, control and eradication of diseases and health hazards.
  • Knowledge of methods and techniques used in determining target screening areas.
  • Knowledge of methods and techniques of screening, detecting and investigating diseases and/or health hazards.
  • Knowledge of special sanitary procedures and measures for controlling and eradicating diseases and health hazards.
  • Knowledge of methods and techniques of statistical analysis and report preparation.
  • Knowledge of principles and practices of management, supervision and fiscal operations.
  • Skill in reviewing and analyzing test results and sampling/test equipment to ensure effectiveness of screening program.
  • Ability to interpret and apply State and Federal regulations in the control/eradication of a specific disease or health hazard.
  • Ability to determine and monitor target screening area through use of statistical analysis and demographic data.
  • Ability to recruit, supervise and evaluate staff.
  • Ability to prepare and maintain accurate reports and records.
  • Ability to establish and maintain effective working relationships with superiors, associates, subordinates, government officials at all levels, public and private agency directors, public and private health care providers, and the general public.

Job Requirements

JOB REQUIREMENTS for Health Program Coordinator
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Six months experience in program monitoring such as monitoring program activities and recommending alternatives, improvements, courses of action, and other changes based on findings.
  2. Six months experience in screening and detecting communicable or chronic diseases/health hazards to control the spread of diseases/hazards.
  3. Six months experience in interpreting laws, rules, regulations, standards, policies, and procedures.
  4. Six months experience in narrative report writing.
  5. Knowledge of etiology of communicable or chronic diseases/health hazards.
  6. Possession of a valid Driver's License (not suspended, revoked or cancelled, or disqualified from driving).

WIC Breastfeeding Program

  1. Possession of a Bachelors degree or higher in Food and Nutrition or nursing related field OR International Board Certified Lactation Consultant Certificate (IBCLC).
  2. Six months experience in program monitoring such as monitoring program activities and recommending alternatives, improvements, courses of action, and other changes based on findings.
  3. Six months experience in assessing nutritional data and communicating nutritional information to individuals and groups.
  4. Six months experience in interpreting laws, rules, regulations, standards, policies, and procedures.
  5. Six months experience in narrative report writing.
  6. Possession of a valid Driver's License (not suspended, revoked or cancelled, or disqualified from driving).
