Summary Statement

The class is responsible for directing, coordinating and supervising major highway and bridge maintenance projects for district-wide operations.  The class is also responsible for overseeing or monitoring special construction and maintenance projects of buildings and facilities.

  • Supervises assistant area supervisors, equipment operators, and trades employees through subordinate supervisors.

Nature and Scope

This class reports to a technical/administrative superior and is responsible for overseeing, coordinating and directing multiple projects/programs involving highway maintenance projects; bridge maintenance which may include wooden, concrete and mechanical bridges; and, building construction and maintenance for district-wide operations.  Incumbents are responsible for prioritizing, planning, and supervising multiple projects.  Incumbents coordinate projects/programs with appropriate area and district personnel.  Incumbents oversee and monitor the work of crews and contractors and make adjustments to work activities and projects as necessary.  A significant aspect of the work involves inspecting roadways, bridges, buildings and other structures; analyzing and resolving complex problems; and preparing reports of work and inspection activities.

Essential Functions

  • Directs, organizes and supervises major highway resurfacing projects, highway maintenance programs, bridge maintenance projects, and buildings/facilities maintenance and construction projects for district-wide operations.
     
  • Coordinates projects/programs with appropriate maintenance area and district personnel. Develops work strategies and timetables. Provides recommendations for handling complex problems/projects.
     
  • Assigns and reviews work of subordinates.  Provides technical assistance to subordinate supervisory personnel.
     
  • Directs and supervises traffic detours and takes appropriate traffic control measures in accordance with safety and traffic standards and procedures. 
      
  • Monitors and controls expenditures.  Prepares cost estimates.  Makes budget projections and recommendations to superiors.
     
  • Participates in the preparation and monitoring of contracts.  May draft or review specifications for contracted work and make recommendations to superiors.
     
  • Investigates and responds to complaints pertaining to highway, traffic, drainage and other applicable issues.  Recommends and/or takes corrective action.
     
  • May coordinate emergency response efforts in assigned geographical area.  Works with and provides advice to police, fire companies, DNREC and other appropriate agencies in matters involving traffic control and roadway clean-up.
     
  • Operates a computer to input and/or retrieve information used in planning and prioritizing  projects/programs.

  • Ability to read, understand, explain and apply laws, rules, regulations, standards. policies, procedures, instructions, and construction plans.
  • Ability to analyze, diagnose and resolve diverse, complex problems pertaining to highway, bridge and building maintenance.
  • Ability to plan, assign, and evaluate the training, performance and effectiveness of subordinate personnel.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to maintain effective relations with the public and to resolve complaints.
  • Ability to establish and maintain effective working relationships with a variety of people.
  • Ability to operate a computer/terminal to input, retrieve, and analyze records and data.
  • Ability to interpret and/or prepare sketches, drawings, etc. and to write and/or review specifications.

 

Job Requirements

JOB REQUIREMENTS for Maintenance Area Supervisor II
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Three years experience in assessing and/or preventing roadway and right of way problems using the latest technologies for items such as concrete, asphalt, tar and chip, drainage systems, or guard rails.
  2. Six months experience in estimating highway construction/maintenance costs.
  3. Six months experience in interpreting highway construction/maintenance laws, rules, regulations, standards, policies, and procedures.
  4. Six months experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.
