Summary Statement

A class incumbent is responsible for planning, assigning, coordinating and reviewing the work of subordinate Security Officers in providing protective services to personnel, residents, patients, facilities and grounds of a large state institution.

  • Supervises a staff of 15-20 security personnel.

Nature and Scope

The class incumbent reports to an administrative superior and is responsible for managing a staff of Security Officers assigned to a large state institution. The incumbent is responsible for managing a comprehensive security and safety program to protect lives and property and are generally assisted by a Security Officer Supervisor.

Essential Functions

  • Manages a staff of security officers and security-related positions at a large institution.
     
  • Plans, assigns, coordinates, and reviews the work of subordinate personnel.
     
  • Attends institutional staff meetings and participates in or conducts seminars/conferences relative to institutional security and safety.
     
  • Makes recommendations on disciplinary measures to be taken against violators.
     
  • Investigates reports of institutional regulation violations and advises administrative superior of the results.
     
  • May be assisted by subordinate Security Officers in investigation and data/fact gathering.
     
  • Periodically reviews institutional security procedures to ensure that they are adequate and applicable to current organizational needs.
     
  • Maintains logs, diaries, records, and reports relative to institutional security.
     
  • Makes announced and unannounced inspections of the security personnel and facilities to ensure policies are carried out.
     
  • May assist local law enforcement agencies in searching for and apprehending escapees.  May be assisted by subordinate security personnel in this regard.

  • Knowledge of institutional security/safety policies, practices, and  procedures including methods of patrolling and investigative techniques.
  • Knowledge of personnel management practices, supervision principles, scheduling, prioritizing, and work flow management.
  • Skill in effective communication (oral and written) report writing, briefing techniques, and evaluative reasoning.
  • Skill in dealing effectively with a wide variety of personnel and behaviors such as may be found in an institution for criminally-oriented or mentally disturbed patients.
  • Ability to function under extreme pressure and stress, adapt to rapidly changing situations, and employ sound and logical methods of problem solving and resolution.
  • Ability to assess program effectiveness, evaluate potential impact, and develop and recommend alternate methods.

Job Requirements

JOB REQUIREMENTS for Security and Grounds Superintendent
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Three years experience in security such as providing protective services to persons, facilities or grounds from trespassing, theft and other conditions.
  2. Six months experience in interpreting laws, rules, regulations, standards, policies, and procedures.
  3. Six months experience in narrative report writing.
  4. Six months experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.
