Description of Occupational Work

This class series uses three levels in the Administrative Services occupational group, Supply, Procurement and Contract occupational series and describes work that involves ordering, receiving, storing, inventorying, issuing and delivering a wide variety of equipment, supplies and clothing in a correctional facility.

Essential Functions

Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class. Since class specifications are descriptive and not restrictive, incumbents can complete job duties of similar kind not specifically listed here. 
  • Receives, stores, and issues supplies, clothing, equipment, perishable foods, frozen goods and hazardous materials.
     
  • Maintains records of supply transactions.
     
  • Verifies that supplies, clothing, equipment, perishable foods, frozen goods and hazardous materials received are listed on requisitions and invoices.
     
  • Checks supplies, clothing, equipment, perishable foods, frozen goods and hazardous materials in order to maintain proper stock levels.
     
  • Maintains physical inventory of goods.
     
  • Fills out supply forms such as requisitions, issue slips and receipt documents.
     
  • Delivers supplies to various institutional facilities or areas.
     
  • Trains and supervises inmates in storekeeping procedures and assigns work.

Levels of Work

Correctional Officer/Storekeeper I

This is the first level in the series.

  • Reports to an administrative superior or technical supervisor.
  • Performs the full range of Essential Functions.
  • Operates a variety of equipment such as forklifts, electric or manual pallet jacks and dollies.

Correctional Officer/Storekeeper II

This is the second level in the series responsible for receiving, transporting and distributing a wide variety of materials from a central warehouse to various correctional facilities.

  • Reports to a technical supervisor.
  • Operates medium and/or large size trucks and a variety of other equipment in support of a warehouse operation.
  • Transports materials such as perishable, frozen, refrigerated and canned foods; dangerous and corrosive chemicals, janitorial supplies, correctional uniforms and security sensitive equipment.
  • May perform routine maintenance and scheduling of vehicle repair and services.
  • May perform grounds keeping activities, building maintenance and repairs.

Correctional Officer/Stores Warehouse Supervisor

This is the third level in the series responsible for supervising a central supply warehouse operation.

  • Reports to an administrative supervisor.
  • Supervision is exercised over at least two or more merit full time positions per the merit rules. The elements of supervision include planning, assigning, reviewing, evaluating, coaching, training, recommending hire/fire and discipline.
  • Oversees the delivery, receipt and issue of all goods to a warehouse.
  • Administers work schedules, work orders and the billing process.
  • Ensures that adequate supplies of all goods and materials are available and that proper stock rotation is followed.
  • Establishes customer services; provides cost estimates and effects final quality control acceptance.
  • Executes logistical plans and procedures for the acquisition of supplies and transportation, and for the routing and delivery of products.
  • Develops and monitors quality control procedures for products and services.
  • Maintains records and prepares reports pertaining to procurement, inventory, timekeeping and warehousing activities.
  • Prepares statistical data for analysis of workload, backlog, completed orders and monies received.

Knowledge, Skills and Abilities

The intent of the listed knowledge, skills and abilities is to give a general indication of the core requirements for all positions in the class series; therefore, the KSA’s listed are not exhaustive or necessarily inclusive of the requirements of every position in the class.

  • Knowledge of ordering, receiving, storing, handling, inventorying and disbursing supplies, clothing, equipment, perishable foods, frozen goods and hazardous materials.
  • Knowledge of inventory practices and procedures.
  • Knowledge of correctional security policies and procedures.
  • Knowledge of arithmetic computation.
  • Knowledge of operating office equipment.
  • Knowledge of maintaining records of supplies and equipment received and issued.
  • Knowledge of maintaining and preparing security related records and reports.
  • Knowledge of safety practices.
  • Knowledge of training and supervising inmates.
  • Knowledge of operating equipment such as forklifts, electric or manual pallet jacks and dollies.
  • Knowledge of identifying and enforcing temperature controls for perishable/refrigerated products according to state/Federal regulations.
  • Knowledge of packaging procedures required for handling/shipping hazardous materials.
  • Skill in defensive driving techniques.
  • Ability to establish and maintain effective working relationships with staff and inmate
    warehouse labor.
  • Ability to act quickly and calmly in an emergency.
  • Ability to understand and follow oral and written instruction.

In addition to the above knowledge, skills and abilities, the Correctional Officer/Storekeeper II requires:

  • Knowledge of handling and transporting a wide variety of goods, materials, supplies, and/or equipment such as perishable foods, weapons and/or ammunition, security related materials, and parcel post orders.
  • Knowledge of warehouse safety practices and procedures.
  • Knowledge of vehicle operation and preventive maintenance practices and procedures.
  • Knowledge of general building/grounds maintenance functions.
  • Knowledge of using basic hand tools.
  • Knowledge of maintaining and preparing warehouse and security related records and reports.
  • Skill in operating forklifts, electric/manual pallets jacks and dollies.

In addition to the above knowledge, skills and abilities, the Correctional Officer/Stores Warehouse Supervisor requires:

  • Knowledge of the principles and practices of business administration and management as they apply to business operations.
  • Knowledge of the principles and practices of work scheduling, production and work flow.
  • Knowledge of organizational methods and techniques.
  • Knowledge of the methods and techniques of effective written and oral communication.

Job Requirements

JOB REQUIREMENTS for Correctional Officer/Stores Warehouse Supervisor
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. At least one year experience as a Correctional Officer or equivalent experience.
  2. Six months experience in managing the acquisition, warehousing and distribution of inventory.
  3. Six months experience in inventory control such as ordering, receiving, tracking, storing and handling inventory; disbursing materials, supplies and equipment.
  4. Six months experience in using an automated information system to enter, update, modify, delete, retrieve/inquire and report on data.
  5. Knowledge of staff supervision acquired through course work, academic training, training provided through an employer, or performing as a lead worker overseeing the work of others; OR supervising staff which may include planning, assigning, reviewing, and evaluating the work of others; OR supervising through subordinate supervisors a group of professional, technical, and clerical employees.
  6. Possession of a valid CDL Class A OR B Driver's License (not suspended, revoked or cancelled, or disqualified from driving).
