Summary Statement

This is an administrative level management class providing the leadership and expertise for overseeing an Application Technology unit responsible for tracking emerging technologies within their domain; researching the abilities and uses of new vendor products; designing, developing and maintaining information systems and planning future technologies.

Nature and Scope

An incumbent in this class reports to the Director of Information Resource Management (IRM). An incumbent is responsible for promoting a networked organization, as implemented through customer-supplier relationships across organizational boundaries to include the discipline of contracting; also for promoting a healthy internal economy and a customer-focused, entrepreneurial structure and culture not only within an Application Technology unit but as a leader and team player for all of IRM. An incumbent is responsible for planning, organizing, staffing and directing major information systems projects. Work includes establishing long and short term goals, objectives and priorities in accordance with the overall mission of the agency. Principal contacts are with the Director of IRM, the Cabinet Secretary, division directors, outside vendors and end users.

Essential Functions

  • Directs a staff of managerial, technical and contractual personnel directly and through subordinate IT managers.
     
  • Provides ongoing input to consultants to assure strategic alignment of planning, research, architecture and organizational effectiveness.
     
  • Plans, organizes, monitors and evaluates the unit’s resources and activities in order to fulfill established charters and contracts. Initiates measures for improvement of personnel, equipment, supplies and materials.
     
  • Establishes and monitors DHSS application priorities, resource levels, work assignments and project schedules consistent with agency direction.
     
  • Promotes high-performance teamwork across the unit to assure timeliness and quality of deliverables and maintenance requests.
     
  • Responsible for ongoing planning and research within the unit regarding technological advances, the policies, standards, planning and research associated with the unit’s line of business.
     
  • Analyzes, develops, administers and controls the unit’s operating budget/contracts.
     
  • Responsible for adherence to contracts, both external and internal, to assure that actual results meet expectations.
     
  • Reports to Director of IRM on project status, concerns and other related issues of strategic nature as required.

    • Knowledge of the concepts, methods and techniques of financial administration including budget preparation, expenditure accounting and customer billing.
    • Knowledge of the principles of contract administration including abilities in negotiating and mediating.

    • Ability to communicate effectively in oral and written form.

    Job Requirements

    JOB REQUIREMENTS for Director DHSS Application Technology
    Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

    1. Three years experience in designing, developing and maintaining information systems.
    2. Three years experience in information technology project management which includes planning, scheduling, staffing, coordinating, controlling, monitoring, evaluating and reporting on status of IT projects.
    3. Six months experience in strategic planning such as planning and mapping a path between the present and future usually for three to five years by determining key objectives, how to accomplish the key objectives, what strategies should be used, what activities would contribute to accomplishing the key objectives and developing performance measures to gauge and report progress or success.
    4. Six months experience in budget management and control which includes managing a budget for the purpose of keeping expenditures within the limitations of available appropriations and available revenue and maintaining, monitoring, projecting and controlling a budget within set policies and procedures.
    5. Six months experience in operations management which includes planning, directing, coordinating, controlling and evaluating operations typically through subordinate supervisors.
