Summary Statement

Incumbents in this class are responsible for providing leadership and expertise in the development, implementation and management of the Department of Health and Social Services' information management systems initiatives in support of Department goals, mission and vision.

Nature and Scope

An incumbent provides administrative direction for all aspects of information technology (IT) operations, major projects and enhancements, budgeting and collaborating with the Department’s senior leadership and key stakeholders to set strategic goals and objectives. An incumbent is responsible for all Department applications including application development/procurement, maintenance, modification and operation. Work includes ensuring cost effective application of IT resources through analysis of current and potential uses, coordination of new and existing state and federal systems, establishment and enforcement of security policies and procedures, and maintaining information resources. Areas of responsibility include but are not limited to information systems planning, IT strategic initiatives, application of new and innovative technologies, application support, database management, data administration, telecommunications, IT security, base technologies and network infrastructures. In addition, this class plays a significant role in terms of IT procurement including review and approval of IT Requests for Proposals, contracts, charters and IT purchases including hardware and software.  Typical contacts include all levels of Department management, other agency cabinet officials and the State's top level IT managers.

Essential Functions

  • Plans the coordination and integration of all IT operations throughout the Department and other state and federal agencies.
     
  • Meets with department officials to reach agreements on strategic and tactical issues and implements long and short range goals and initiatives.
     
  • Manages and directs subordinate directors/managers/supervisors in the strategic alignment of planning, research, architecture and organizational effectiveness in the development and implementation of department and state level projects critical to the State.
     
  • Manages the annual budget and billing/cost recovery including projecting yearly expenses, presenting plans and justification, and enforcing IT standards and policies in the procurement of software and hardware equipment while ensuring state of the art IT implementation.
     
  • Monitors and reports all technology work across the Department and ensures accurate interfaces and alignments between stakeholders and internal technology needs. Ensures work is completed within established budget and pre-determined timeline.
     
  • Establishes standards for hardware and software selection consistent with statewide information management systems, recommends and coordinates procurement of data processing system hardware and software.
     
  • Manages multiple vendor technology projects from conceptualization to implementation including contract negotiations and management in compliance with state and federal laws, rules, regulations, policies, and procedures.

Job Requirements

JOB REQUIREMENTS for Director DHSS Information Resource Management
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
  1. Five years experience in information technology administration which includes planning, directing, and coordinating the design, development, implementation and maintenance of information management systems; plans short and long range IT goals and objectives; develops and enforces IT policies, procedures, rules and regulations. Provides advice to other agency organizational units through consultation. 
  2. Three years experience in operations management which includes planning, directing, coordinating, controlling and evaluating operations typically through subordinate supervisors.
  3. One year experience in budget development which includes developing a budget, analyzing financial data and making long and short range plans and projections.
  4. One year experience in contract administration which includes overseeing the development and negotiation of contracts and bid specifications; managing bid openings; awarding and executing contracts.
