Description of Occupational Work

This class series uses six levels in the Administrative Services occupational group, Fiscal Services occupational series and describes fiscal planning, organizational, and management analysis work at the State level. Work involves guiding and supporting agencies in the creation of strategic plans, the estimation of resources required through tactical planning periods and the formulation of operating and capital budgets. 

Note: This career ladder series incorporates the Associate Fiscal and Policy Analyst, Fiscal and Policy Analyst, and Senior Fiscal and Policy Analyst levels. The Associate level is to provide entry for hiring new employees into the class series but does not preclude hiring new employees at the Fiscal and Policy Analyst level. Employees may be promoted through the career ladder in accordance with job requirements and promotional standards. Promotional standards, a selection document under separate cover, sets forth the criteria that defines and describes the requirements that must be met at each level. Advancement of employees through the career ladder is dependent on an agency's/department's operational needs and distribution of work. 

The Assistant Chief of Fiscal and Policy Analysis, Chief of Fiscal and Policy Analysis, and Deputy Budget Director levels, although not part of the career ladder, provide competitive opportunity for movement of employees. 

Essential Functions

Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class. Since class specifications are descriptive and not restrictive, incumbents can complete job duties of similar kind not specifically listed here.
  • Analyzes, recommends and monitors fiscal activities with regard to revenue and expenditures, program initiatives, performance and trends within assigned agencies.
  • Provides budgetary and programmatic expertise to agency heads, fiscal officers, the Legislature, and the Governor.
  • Reviews and analyzes preliminary budget data in preparation of budget targets and assists agencies in their interpretation and implementation of budget guidelines and policies.
  • Reviews and analyzes legislation to determine fiscal and organizational impact.
  • Reviews and analyzes requests for federal funds prior to being submitted to the Clearinghouse Committee.
  • Conducts special studies.
  • Plans, develops, implements and monitors public budgetary policy.
  • Evaluates and makes recommendations regarding strategic plans for budgetary programs throughout state government.
  • Assists in the development and production of the Governor’s Recommended Budget.

Levels of Work

Associate Fiscal and Policy Analyst

This is the entry level.

  • Work is performed under the general direction of the Chief of Fiscal and Policy Analysis.
  • Assists in planning and budgeting policy formulation and helps develop programs, procedures and practices in support of planning/budgeting preparation.
  • Contacts include agency heads and staff, other analysts, legislative members and staff, and ranking members of the Executive Department.  

Fiscal and Policy Analyst

This is the full performance level assigned to work with agencies on issues of increasing complexity, size, high visibility or public interest.

  • Provides in-depth review, analysis and recommendations of critical and/or complex budget requests from assigned agencies or administrative officials.
  • Prepares analytical, evaluative and statistical studies for use by the Budget Director.
  • Develops, reviews, and analyzes preliminary budget policies and procedures and trains agency management and fiscal officers in their interpretation and implementation.
  • Provides special research and analysis on items of interest to the Budget Director and/or officials within the executive or legislative branches.
  • Writes, reviews and analyzes legislation to determine fiscal and organizational impact.
  • May conduct special studies or analysis involving multiple agencies or inter-agency program issues.
  • May supervise teams of other analysts and/or agency personnel in planning/budgeting projects.

Senior Fiscal and Policy Analyst

This is the advanced level.

  • Works on issues of statewide consequence and may transcend agency interest or responsibility such as development/implementation of new strategic, tactical and operational planning methodologies and/or budgeting techniques.
  • Develops, drafts and defends positions for State leadership.
  • Conducts special studies or analysis involving multiple agencies or interagency program issues.
  • Prepares and gives formal presentations of statewide position papers on a variety of subjects.
  • Represents the Budget Director on various policy-making boards, committees and task forces.
  • Analyzes program development alternative, implementation, effectiveness and trends.
  • Prepares specialized and technical research projects at the request of the Budget Director; leads and coordinates work of lower level analysts on special projects.

Assistant Chief of Fiscal and Policy Analysis

This level assists the Chief of Fiscal and Policy Analysis in providing supervision and guidance to fiscal and policy analysts and for coordinating and directing the formulation of the statewide capital improvement planning and budgeting process.

  • Leads and coordinates the work of analysts on routine and special projects.
  • Assigns, monitors and reviews work.
  • Assists in the development and production of the Governor's Recommended Budget and the preparation of operating budget guidelines.
  • Coordinates the integration of the capital and operating budgets. Develops agency target figures and priority issues in conjunction with the Budget Director and other analyst staff.
  • Assists in the supervision and preparation of complex analyses and financial reports.
  • Prepares special analyses and reports. Presents data to the Governor, Budget Director, Secretary of Finance, Legislature and agency heads.
  • Coordinates and directs the formulation of the annual Bond and Capital Improvements Act.
  • Coordinates and directs the formulation of the Statewide Property Inventory Index.
  • Represents supervisor or the Budget Director on various policy-making boards, committees and task forces.
  • Oversees specialized and technical research projects at the request of the Budget Director.

Chief of Fiscal and Policy Analysis

This level is directing and coordinating fiscal planning and policy analysis functions at the State level.

  • Plans, directs, coordinates and manages the work of fiscal and policy analysts.
  • Oversees the preparation, presentation and implementation of the State's operating budget.
  • Coordinates budget recommendations and preparation of supporting documents for Governor's Recommended Budget.
  • Oversees the Capital Improvement Budget and Community Redevelopment Fund.
  • Serves as primary contact with the Joint Finance Committee in preparing the State's adopted budget and the Joint Legislative Committee on the Capital Improvement Program.
  • Directs the adaptation and implementation of effective fiscal and management policies and procedures.
  • Develops and implements agency guidelines for the production of operating and capital budget requests and supporting strategic information.
  • Provides complex analysis and recommendations to the Budget Director on budgetary policy issues.
  • Provides planning, budgetary, and management expertise to the Governor, the Legislature and agency heads.
  • Prepares legislation for use by the administration to implement strategic planning and/or budgetary initiatives.
  • Reviews proposed legislation for accuracy and impact.

Deputy Budget Director

This level provides administrative and technical direction to the Budget Office staff in planning, organizing and directing the development and implementation of the State's budgetary and financial systems, procedures and policies.

  • Directs and manages professional and administrative staff in the development and production of the State's budget.
  • Administers annual budget and annual contracts.
  • Directs the planning, development and preparation of the State's Annual Budget and Financial Report and all related reports for all State agencies.
  • Manages and directs the development and implementation of complex budgeting and financial systems including the management of consultants, contracts, enhancement of departmental interactions and staff and departmental training.
  • Directs improvements in the State's financial procedures for legality and conformance to State procedures.
  • Directs the pre-auditing of agency financial transactions for legality and conformance to State procedures.
  • Enforces compliance with statewide accounting regulations and procedures.
  • Conducts examinations of the financial activities of an agency or school district of the State as deemed necessary to monitor the budgetary activity.
  • Contacts are with members of the Executive Department, Public Education, the General Assembly and department administrators.

In addition to the above knowledge, skills and abilities, the Fiscal and Policy Analyst requires:
  • Knowledge of principles, practices and theory of management and program evaluation.

  • Ability to prepare and analyze complex reports, financial statements and other budgetary information.
  • Ability to analyze complex programs within agency or at a multi-agency level.
In addition to the above knowledge, skills and abilities, the Senior Fiscal and Policy Analyst requires:
  • Knowledge of applicable laws, rules, regulations, policies, procedures and systems including State of Delaware operating and capital budgeting procedures, State of Delaware accounting and financial systems and the state and federal legislative processes.
  • Knowledge of principles, practices and techniques of governmental strategic planning, budgetary forecasting and control.
  • Skill in statistical analysis and econometric modeling.
  • Skill in analyzing complex programs with statewide or at a multi-departmental impact.
  • Skill in analyzing complex organizational and procedural problems and make recommendations.
  • Skill in preparing and analyzing complex reports, financial statements and other pertinent material.
In addition to the above knowledge, skills and abilities, the Assistant Chief of Fiscal and Policy Analysis requires:
  • Knowledge of construction standards and cost estimating methodologies and terminology.
  • Knowledge of principles, practices and theories of program development and evaluation.
  • Knowledge of principles, practices and theories of management and supervision.
  • Knowledge of the methods and techniques of formal presentations and public speaking.
  • Skill in analyzing, interpreting and explaining complex planning, programmatic and policy issues.
In addition to the above knowledge, skills and abilities, the Chief of Fiscal and Policy Analysis requires:
  • Knowledge of principles, practices and techniques of government strategic planning, program development, budgetary formulation and accounting.
  • Knowledge of revenue forecasting principles and practices.
  • Skill in analyzing, interpreting, evaluating and disseminating information on complex planning, managerial, programmatic and policy issues.
  • Skill in the coordination of program plans and policies at the State level.

In addition to the above knowledge, skills and abilities, the Deputy Budget Director requires:
  • Knowledge of fiscal analysis, reporting and control, public administration, accounting, policy development and program evaluation.

  • Skill in developing complex-financial systems and identification of long term implications of financial issues.
  • Skill in complex fiscal and policy, budgetary and management analysis.

Job Requirements

JOB REQUIREMENTS for Assistant Chief of Fiscal and Policy Analysis
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a Bachelors degree or higher. 
  2. Three years experience in financial planning which includes analyzing current financial circumstances and needs, financial markets, investment performance, legislative changes and shifts in the financial industry to develop long-term financial planning strategies to meet future goals and objectives and introduce new opportunities.
  3. Six months experience in public policy administration which includes overseeing and directing the development, implementation and evaluation of public policies.
  4. Three years experience in developing solutions and providing recommendations, guidance and direction to management/officials in accomplishing organizational and operational goals and objectives and identifying and resolving issues. 
  5. Six months experience in overseeing the development and implementation of budgets; analyzing strategic plans; planning, developing, implementing and monitoring budgetary policies and procedures.
  6. Knowledge of staff supervision acquired through course work, academic training, training provided through an employer, or performing as a lead worker overseeing the work of others; OR supervising staff which may include planning, assigning, reviewing, and evaluating the work of others; OR supervising through subordinate supervisors a group of professional, technical, and clerical employees.
