The Colorado Department of Transportation's  (CDOT)  Division of Transportation Development (DTD) seeks an individual with strong technical and analytical skills to serve as the division’s  Business Process Expert (BPX) in support of the division’s use of SAP, CDOT’s enterprise resource planning (ERP) software. 

A CDOT BPX works closely with CDOT’s business owners and CDOT’s SAP IT support group including the Business Process Architect in order to identify and prioritize the changes and enhancement to the SAP system. Within SAP, this position is responsible for maintaining and enhancing three modules – the Long Range Plan (LRP), Congestion Mitigation and Air Quality (CMAQ), and Performance Measures.  It works closely with CDOT staff and consultants to ensure that SAP is meeting the needs of DTD while supporting the SAP needs of the entire department.

This position reports within DTD’s Performance & Policy Analysis Unit.  The unit illuminates for CDOT’s customers and management the performance of the department.  The unit produces an array of performance-based reports including CDOT’s Annual Performance Report, which communicates CDOT’s results in key areas including congestion, safety, pavement, bridge quality, and maintenance.

CDOT’s 3,300 employees are responsible for planning, design, construction, maintenance and related functions of the state's 9,142-mile highway system, including 3,703 bridges. Each year, Colorado's state highway system handles over 26.1 billion vehicle miles of travel. Although the Interstate system accounts for only about 10 percent (914 miles) of the total mileage on the state system, 40 percent of all travel takes place on our Interstate highways.

Major Responsibilities:·       

Support the 90+ staff members of DTD in their use of CDOT’s enterprise resource planning software (SAP) by identifying opportunities for reports and SAP improvements, gathering requirements, troubleshooting issues and developing process enhancements.        

Lead the efforts to maintain the LRP, CMAQ, and Performance Measures modules in SAP, while leading the design and development of these modules in CDOT’s new SAP Public Budget Formulation (PBF) software, streamlining processes and responding to current business requirements as needed. 

Lead the department’s development of performance dashboards to help automate the tracking and timely reporting of performance information.

Support CDOT’s evolution of integrated performance-based planning, performance-based budgeting, and decision-making by contributing significantly to the ongoing development of PBF, multi-asset management, benefit-cost analyses of projects, long-range planning and resource allocation, and other performance-related activities.    

Understand the processes and performance-related information within CDOT’s many other technology systems to foster this evolution. 

Communicate regularly with supervisor and management in non-technical terms to translate business needs into technical requirements and make recommendations on responding to those business needs. 

Become an expert in reporting tools including Business Explorer, Xcelsius, and Crystal reports. 

Analyze complex project and financial data within SAP and recommend improved data entry and data management practices throughout the department which promote enhanced decision-making capability. 

Determine the level of effort and assess feasibility of proposed new or modified functionality within SAP, working with ERP Support Team, ERP Operations Steering Committee, and business owners. 

Resolve open support tickets and communicate status with users and other BPXs as needed.  Provide leadership for SAP training needs for DTD. 

Manage concurrent projects, timelines, resources, and priorities.


Graduation from an accredited college or university with a Bachelor’s degree (or certified equivalent degree if from a non-U.S. or non-Canadian institution) in Planning, Public Administration, Business Administration,  Computer Science, Information Technology, Information Systems, or field related to the major duties and responsibilities of this position.

AND at least three years of full-time professional experience in any of the following fields: information technology, business analysis, performance-based planning or management, or project management that  INCLUDED at least one year of experience in using enterprise resource planning software such as SAP, Oracle, JD Edwards, or Peoplesoft. 

Experience  in the area of performance measures, dashboards, or performance-related planning or budgeting activities using enterprise resource planning software is preferred.

 A graduate degree in any of those fields can substitute for the Bachelor’s degree requirement and up to one year of professional experience but may not substitute for the one year of stated required experience.

Stronger candidates will be those that demonstrate depth and breadth of skill and ability, through a combination of professional experience and formal training, to successfully perform the duties and responsibilities of this position.

The Exceptional Candidate will be a professional  with proven ability or accomplishment in the following:

  • Excellent verbal communication skills and strong technical writing skills.  
  • Demonstrated experience in enterprise resource planning and data management software, including  Microsoft Access, Microsoft Excel, SAP, Oracle, JD Edwards, PeopleSoft, Crystal Reports, Xcelsius.
  • Demonstrated experience  in the area of performance measures, dashboards, or performance-related planning or budgeting activities.
  • Demonstrated experience in measuring and reporting on performance indicators.
  • Demonstrated experience in managing small to mid-sized Information Technology or software projects and coordinating a large group of contributors.Ability to manage multiple projects and assignments in a demanding environment.Ability to distinguish critical and complex tasks from simpler tasks and prioritize accordingly.



This position is required to operate vehicles during the work day, so must possess and maintain a valid State of Colorado driver's license with a driving record that does not exceed our application limits, which include:

  • Seven or more violations while operating a motor vehicle in the last seven years, four or more violations in the last three years, or three violations in the last year.
  • Any reckless driving violation within the last three years, or two or more reckless driving violations in the last seven years.
  • Any driving offense within the last three years that was caused by alcohol or drugs, or two or more convictions for driving offenses involving alcohol or drugs in the last seven years.
  • Suspension or revocation of driver’s license in the last two years, or two or more suspensions or revocations in the last seven years.
