Collection Supervisor II

Introduction

THIS IS A NEW ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended. Applications must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing. Applications will only be accepted on-line.

Supplemental Questionnaire: A properly completed Supplemental Questionnaire must be submitted with each application. Applications and Supplemental Questionnaires must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing. Failure to submit the Supplemental Questionnaire will result in disqualification.

DESCRIPTION

THE AGENCY

The Treasurer serves as the depository for all funds belonging to the County, school districts, and other special districts within the county. Operating primarily under Government Code, the Treasurer receives, deposits, and manages investments for nearly $7 billion generated from taxes, fees, grants, and bond proceeds annually. 

Under the Treasurer’s leadership, the Investments and Cash Management Division actively manages an Investment Pool of cash reserves for all County agencies, school districts and special districts. With approximately $6 billion in assets, the Investment Pool is invested in fixed income securities that are legally permitted by California Government Code and also meet the criteria of the Alameda County Treasury's Investment Policy.

 The primary objectives of the Investment Pool are:

1.     Safeguard Principal

2.     Maintain liquidity to meet cash flow requirements

3.     Achieve a reasonable rate of return consistent with these objectives

The Treasurer issues a monthly investment report with details on characteristics on the pool including total assets under management, current holdings in the pool, and the rate of return.

THE POSITION

Under general direction, to plan, organize and direct the work of one or more units within the Central Collections Division of the Auditor-Controller Agency or the Treasurer-Tax Collector’s Department; to train collectors and/or related support staff in the more complex aspects of enforced collections and business license insurance, enforcement and canvassing; to supervise, directly or through subordinates, collectors and/or related support staff; and to perform other duties as assigned.

DISTINGUISHING FEATURES

Collection Supervisor II's are responsible for the planning, organization and supervision (directly or through subordinates) of one or more of the major functional units of the Auditor Agency Central Collections Division or the Treasurer-Tax Collector's Department. They also review and approve performance evaluations and other personnel actions initiated by Collection Supervisor I's. Incumbents act as liaison to other County departments on matters relating to collections, as well as coordinate with County legal staff and the courts on matters relating to enforced collections.

MINIMUM QUALIFICATIONS

Either I

The equivalent of one-year full-time experience as a Collection Supervisor I in the Alameda County classified service.

 

Or II

The equivalent of five years' full-time experience in collection work, including court and supervisory experience.

 

NOTE:  The Civil Service Commission may modify the above Minimum Qualification in the announcement of an examination.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies: 

Knowledge of:

  • State and Federal laws and regulations on collection and collection enforcement.
  • Court procedures for civil cases; internal and other departments' collection accounting systems.
  • Basic collection techniques and methods.
  • Departmental collection policies and procedures.
  • County's policies on enforced collections.
  • Basic supervisory practices.
  • General knowledge of data processing technology, principles and systems' development.
  • Accounting principles.
  • The California Revenue and Taxation Code pertaining to Unsecured Property Taxes.
  • Understanding and implementation of the Revenue and Taxation Code, the Business License Ordinance, UUT Ordinance, Hotel/TOT Ordinance and Cannabis Ordinance.

  • Communicate effectively orally and in writing.
  • Make effective decisions.
  • Analyze and problem solve.
  • Management Control.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:

  1. A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.
  2. An ORAL EXAMINATION, weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises.
