DESCRIPTION

THE AGENCY

 

Alameda County General Services Agency (GSA) delivers a host of logistical support services to County agencies and partners from maintenance of facilities and County fleet to energy and environmental management services, capital project management, procurement services, and clean commute and recycling programs. The GSA Community strives not only to provide these services but to also facilitate collaborative and innovative approaches in its efforts.

 

While the GSA Community largely focuses on support services for Alameda County departments and other public agencies, the work has a direct impact on the communities. GSA builds structures such as libraries and youth centers that transform communities, provides opportunities for local businesses, and works towards ensuring that County work practices minimize negative impacts to the environment. THE POSITION

The position is located within the Logistics Services Department, which oversees parking operational facilities and structures throughout Alameda County; administers various countywide programs, including the Clean Commute Program and Property and Salvage; and manages GSA’s vehicle fleet and inter-departmental mail services.


The Logistics Services Manager, GSA is responsible for the overall administration, development and management of countywide sustainable transportation programs and is responsible for planning, organizing and directing the County’s transportation, parking, motor vehicle,  messenger operations, and other programs and services (e.g., property and salvage).

MINIMUM QUALIFICATIONS

Either I

Experience:

The equivalent of two years of full time experience as a Sustainability Project Manager in the Alameda County classified service.  Completion of the Alameda County Management Academy “Management and Supervision Certificate Program” may substitute for six (6) months of the required qualifying experience.  

Or II

Education:  

Possession of a Bachelor’s degree from an accredited college or university with major course work in public policy, urban planning, public or business administration, or a directly related field;

AND

Experience:  

The equivalent of five years full time increasingly responsible experience in the field of transportation, fleet management, parking operations or climate action or related area including two years of managerial experience with direct supervisory responsibility.

License: Possession of a valid California Motor Vehicle Operator’s license   

NOTE:  The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:  

Knowledge of:

·  Principles and practices of supervision, training and performance evaluation.
·  Principles, practices and techniques of Fleet management.
·  Principles, practices and techniques of Parking Operations.
·  Principles, practices and techniques of Messenger Services.
·  Principles, practices and laws, codes and regulations related to environmentally preferable procurement and     
   sustainable transportation programs.
·  Principals of budget, grant, and contract preparation, administration and management.
·  Modern office procedures, methods and equipment, including computers and various software.   

Ability to:  

·  Communicate effectively both orally and in writing.
·  Make effective decisions.
·  Plan, organize, direct, coordinate, analyze and evaluate programs and services to departments/agencies.
·  Develop and analyze budgets.
·  Lead and motivate.
·  Demonstrate interpersonal sensitivity.
·  Be flexible and adapt to stressful situations.
·  Present information in a public forum and represent the General Services Agency.
·  Establish and maintain effective working relationships.
