Divisional Operations Services Manager, Social Services Agency

DESCRIPTION

The Divisional Operations Manager will assist in the day to day administrative operations and support of the Workforce and Benefits Administration Department of the Social Services Agency. The incumbent will plan, organize, provide guidance and technical assistance to subordinate staff, and direct multiple programs in the department's Program Planning and Support units, assist with department organizational planning, department facilities maintenance, department personnel management, departmental training and development, serve as the department labor liaison and perform other related work as required.

DISTINGUISHING FEATURES

The class of Divisional Operations Service Manager, Social Services Agency, is a single-position management level class that reports directly to the Assistant Agency Director, SSA in the Workforce and Benefits Administration Department.  This position is responsible for all administrative aspects of the Workforce and Benefits Administration Department, including the supervision and oversight of the development of department-wide program planning and support; development of policies and procedures; department personnel management, including monitoring completion of performance evaluations; monitoring the training of department staff and assisting with setting goals and objectives.  This class is distinguished from the Assistant Agency Director, Social Services Agency, in that the Assistant Agency Director functions at the second highest operational level within the Social Services Agency and incumbents are responsible for providing coordination of programs, personnel, internal management, and administration of the department to which assigned.  The Divisional Operations Service Manager, Social Services Agency is distinguished from the class of Division Director, Social Services, in that the latter class has overall policy and program development and management of integrated Division-wide program activities

·         Visionary and passionate administrator with a sound understanding of Social Services programs and the needs of our clients and our community.

·          Sound decision maker with the ability to identify and understand complex problems and concepts, apply logical thinking and quantitative methods of gathering and analyzing information and exercise good judgment based on available data, design solutions to problems, formulate and articulate action plans proactively and collaboratively.

·          Strong leader who aligns the organization’s vision and values and manages work groups by inspiring, advising and delegating subordinates, facilitating goal accomplishments and tracking and evaluating performance to ensure success and inspires, supports, monitors and acknowledges front line staff.

MINIMUM QUALIFICATIONS

Either I
Experience:
The equivalent of three years of full-time experience in the classification of Senior Management Analyst, Supervising Program Specialist, or equivalent professional level supervisory classification in the Social Services or Healthcare Services agency within Alameda County classified service.

Or II
Education:
Possession of a bachelor's degree from an accredited college or university in Public Administration, Business Administration, Social Welfare or closely related field of study.

And
Experience:
The equivalent of two years of full-time, increasingly responsible administrative experience in the public welfare agency with direct responsibility for major program operations and in which one year must have included supervision of professional level staff.

Substitution:
Possession of a Master's degree in public administration or business administration may be substituted for one year of the required experience, in either pattern above.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

Knowledge of:
  • Federal, State and local laws, codes and regulations relating to social service programs.  Principles, methods and techniques of administration, including the organization and management of the Social Services Agency's programs and departments.
  • Principles of supervision, training and performance evaluation.
  • Current principles, best practices and trends in a service delivery system and Quality Assurance (QA)/Quality Improvement (QI).
  • Evaluation methodologies, management and data analysis.
  • Principles and practices of personnel administration, including leadership, coaching, evaluation, development, and counseling and the appropriate labor relations processes.
  • Community resource development and professional social work practices.
  • Principles and practices of client and public relations.
  • Psychological, socioeconomic and cultural factors which may affect client and family functioning.
  • Automated system capabilities and applications.
  • Strategic planning.
Ability to:
  • Demonstrate vision, leadership and strong managerial skills.  Identify operational problems, investigate and evaluate alternatives and implement effective solutions.
  • Integrate a variety of activities and services to achieve program goals, objectives, and priorities.
  • Analyze the effectiveness of policies, procedures, operations and interventions; modify as needed to meet/improve programmatic objectives.
  • Exercise interpersonal sensitivity, political astuteness and group interaction skills to establish and maintain effective working relationships.
  • Facilitate and ensure effective communication orally and in writing with attention to linguistic preferences and cultural proficiency.
  • Strategically use one's own influence and demonstrate political astuteness in moving forward the mission of the organization.
  • Collaborate with other agencies, departments, government entities and local communities to achieve division and organizational goals while leveraging financial and other resources.
  • Exhibit flexibility and adapt to frequent changes in standards, regulations and requirements.
  • Prepare clear, accurate, and effective reports, correspondence, policies, informational brochures and other written materials.
  • Incorporate departmental core values and ethical standards of practice into all interactions with individuals, organizations, and communities.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:

1) A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.

2) A review of candidates’ Supplemental Questionnaires to select the best qualified applicants to continue in the process.

3) An oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises.

CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION.
