Emergency Medical Services Coordinator

Introduction

THIS IS A NEW ASSEMBLED EXAMINATION.  The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended.

Supplemental Questionnaire: A properly completed Supplemental Questionnaire must be submitted with each application. Failure to submit the Supplemental Questionnaire will result in disqualification.

Applications and Supplemental Questionnaires must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing.

DESCRIPTION

Alameda County Emergency Medical Services (EMS) ensures the delivery of high-quality 911 prehospital medical care to a population of more than 1.6 million persons, and is a leader in innovation and research in the California EMS Community.

The Ideal Candidate: Under the direction of the EMS Deputy Director and Supervising EMS Coordinator, the ideal candidate for the EMS Coordinator will have a proven background in the coordination and monitoring of prehospital and hospital emergency medical care and transportation services, preferably within a governmental EMS agency. The successful candidate will have strong leadership, team work and facilitation skills, and be able to communicate effectively, both orally and in writing. In addition, the candidate will be able to:

 

  • Ensure compliance with Federal and State codes, statutes and regulations, as well as County protocols, guidelines and contracts for the operation of emergency providers of prehospital emergency medical care, trauma and other specialty services.
  • Oversee the 911 emergency medical services provided by dispatch, first responder, prehospital, hospital, specialty centers, including the local trauma system.
  • Have an in-depth understanding of the roles and inter-relationships of the organizations that make up EMS systems, particularly those structured like the Alameda County EMS system.
  • Establish and maintain positive working relationships with EMS system constituents, County staff and the public.

The Position

Positions in this classification oversee the medical services provided by dispatch, police, first responder, prehospital, hospital and trauma systems. Specific assignments, and the range of duties performed within that assignment, vary depending on the type of experience and licensure. Some assignments require an RN or EMT-P license.

MINIMUM QUALIFICATIONS

Experience:

The equivalent of three (3) years of full-time, progressively responsible experience performing duties that include program design, planning, implementation and/or evaluation in a health care organization focused on the provision of emergency medical services.
AND

License:

Possession of a current, valid license as a Registered Nurse in the State of California.
Or
Possession of a current, valid license as an EMT-paramedic in the State of California.
Or II
Possession of a current, valid license as a Physician's Assistant in the state of California.
And
Possession of a valid California Driver's license is required.


NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

Ability to:
  • Work on an on-call or 24/7 basis as needed.
  • Know and implement Federal, State and County codes, statutes, ordinances and regulations related to emergency medical services.
  • Provide leadership while establishing and maintaining positive working relationships with the public, various agencies and other County employees.
  • Communicate clearly and effectively, both orally and in writing.
  • Strategically plan for pre-planned and no-notice system needs.
  • Facilitate multi-discipline meetings to include public agencies, private entities and the public.
  • Apply strategic principles to Emergency Medical Services.

EXAMINATION COMPONENTS

The examination will consist of the following steps:

  1. A review of candidates' application to verify possession of minimum requirements.  Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.
  2. A review of the supplemental questionnaire to determine the best qualified.
  3. An oral interview which will be weighted as 100% of the candidates' final examination score.  The oral interview may contain situational exercises.

Candidates must attain a qualifying rating on each portion of this recruitment.

*If designated as a combined oral examination/hiring interview, in addition to establishing an eligibility list, the oral interviews may serve as the final selection interview for vacancies in this classification.
