Introduction

THIS IS A NEW ASSEMBLED EXAMINATION.  The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended.

DESCRIPTION

ABOUT THE ALAMEDA COUNTY LIBRARY
 
The Alameda County Library provides library services from ten libraries in the cities of Albany, Dublin, Fremont, Newark and Union City and the unincorporated communities of Castro Valley and San Lorenzo. Additional services are provided through Mobile and Outreach Services, Education and Literacy Services, and Social Justice Services.
 
The County Library was established in 1910 and is governed by the Alameda County Board of Supervisors. The Alameda County Library Advisory Commission advises County Librarian, Cynthia Chadwick, and the Board of Supervisors on library services.  
 
The County Library is funded primarily by local property taxes, with additional revenue from State grants and contracts with cities for additional open hours and services.   The Board of Supervisors allocates a portion of a utility users and business license tax which is collected only in the unincorporated areas of the County to the Library for service to the unincorporated areas. The Alameda County Library Foundation and active Friends of the Library or Library League groups in each community support library programs and services.

THE POSITION:
 
Under general supervision, assists in planning, directing, coordinating, and supervising the work of a Library or a Library Service within the County Library; trains, supervises, and evaluates staff assigned to work within a library operation and provides administrative supervision to all staff in the absence of a higher-level manager; assists in the development and implementation of Library policies, procedures, and service delivery programs; and performs related duties as required.
 
Library Assistant Managers require detailed working knowledge of a public library and are responsible for directing support staff and functions, circulation and customer service operations, facility maintenance, technology equipment and systems, shelf maintenance, collection maintenance, and volunteers. 
 
IDEAL CANDIDATE:
In addition to meeting the minimum qualifications listed below, the ideal candidate will possess the following attributes:
 
  • Supervisory experience in a library environment;
  • Successfully motivating, coaching, and interacting with direct reports;
  • Engaging with all levels of library employees and celebrating the diversity of library members of all backgrounds;
  • Assisting in the setting and implementing library goals, objectives, services, and procedures;
  • Familiarity with the fundamentals of planning, presenting, and evaluating library programs;
  • Establishing and maintaining credibility with the public, partners, members, and co-workers;
  • Exercising excellent judgment and composure in explaining policy and procedures;
  • Using excellent command of oral and written communication;
  • Exhibiting strong technical skills, including the ability to navigate eBook and database searching, online public access catalogs, and Windows-based software.

MINIMUM QUALIFICATIONS

Education:

Possession of a bachelor's degree from an accredited college or university.

AND

Experience:

Either I

The equivalent of one (1) year of full-time experience in the class of Librarian II in the Alameda County classified service.

Or II

The equivalent of two (2) years of full-time experience as a Library Assistant II in the Alameda County classified service.

Or III

The equivalent of two (2) years of full-time, responsible professional level library experience.

Or IV

The equivalent of one (1) year of full time progressively responsible supervisory experience in a library setting supervising clerical and/or paraprofessional support staff.

Special Requirement:

Incumbents in this classification are required to work evenings and weekends.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

Knowledge of:
  • Principles and practices of delivering library services via innovative methods and emerging technologies.
  • Current technical and service trends and practices in public libraries.
  • Principles and methods of supervision, management, and training.
  • Library Automation and circulation applications, functions, and practices.
  • Public library facilities and resource management principles.
  • Technology systems and equipment used in a public library, including common consumer hardware and software.
  • Library business methods, procedures, and practices, including circulation and reference services, collection management, and community outreach.
  • Budgeting and record keeping principles and practices.
Ability to:
  • Set priorities and expectations and model behavior for high levels of service.
  • Plan, assign, train, supervise, review, and evaluate the work of assigned staff.
  • Read, interpret, and apply rules, policies, and procedures.
  • Utilize initiative and sound judgement within established guidelines.
  • Organize and maintain accurate records and reports.
  • Deal tactfully with library users, maintain effective, harmonious relationships with library users, and promote good public relations.
  • Exercise interpersonal sensitivity while working effectively with individuals of diverse cultures, interpersonal styles, abilities, motivations, or backgrounds.
  • Work with other County and City departments and outside vendors around facility and equipment maintenance issues.
  • Operate, troubleshoot, and train other staff and the public on a variety of technologies.
  • Prepare clear and concise reports and other written materials.
  • Be flexible and adaptable to changing work priorities.
  • Demonstrate a willingness to commit to one's work and to invest one's time, talent, and best efforts to accomplish organizational goals.
  • Support system wide policies, procedures and services that reduce barriers and increase access.
  • Make presentations to the public on library services and materials.
  • Communicate effectively in writing and verbally.
  • Analyze and use reasoning to logically solve problems, and contribute to the solution of problems related to library services.
  • Perform physically demanding work; stoop, bend, push, and stand for long periods of time.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:

  1. A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process,
  2. A review of candidates' supplemental questionnaires to select the best qualified applicants to continue in the process, and
  3. An oral interview, which will be weighed as 100% of the candidate's final examination score. The oral interview may contain situational exercises.
