COMMUNITY DEVELOPMENT AGENCY

HEALTHY HOMES DEPARTMENT 
Established in 1991, the Alameda County Healthy Homes Department has become a national leader in childhood lead poisoning prevention and healthy homes programs, combining health, environmental and residential hazard reduction services under one umbrella.


The Alameda County Healthy Homes Department's unique multidisciplinary approach serves the community in order to eliminate environmental lead contamination, prevent childhood lead poisoning and improve health outcomes by addressing housing problems. The Program provides case management of lead poisoned children, community outreach and education, training, lead hazard reduction services, healthy homes interventions, and consultations.  More information on what our department provides can be found here:  https://www.achhd.org

THE POSITION
The Healthy Housing Rehabilitation Specialist II is located in the Community Development Agency’s Healthy Homes Department. The Healthy Housing Rehabilitation Specialist II oversees rehabilitation projects in programs for the promotion of healthy housing principles and the physical rehabilitation of housing. The more complex functions of the projects are either performed by a Healthy Housing Rehabilitation Specialist III, or under his/her guidance. The Healthy Housing Rehabilitation Specialist II is expected to gain experience and demonstrate proficiency in the area of housing rehabilitation.

Upon completion of one year as a Healthy Housing Rehabilitation Specialist II, incumbent will be evaluated for potentially flexing up to a Healthy Housing Rehabilitation Specialist III based on the incumbent’s knowledge, use of department and program policies and procedures, as well as department need. The Healthy Housing Rehabilitation Specialist II is distinguished from Healthy Housing Rehabilitation Specialist I in that the latter performs his/her duties under close supervision. This classification is further distinguished from Healthy Housing Rehabilitation Specialist III in that the latter has a thorough knowledge and proficiency in the most critical and difficult aspects of healthy housing principles and housing rehabilitation.

IDEAL CANDIDATE

 

In addition to meeting the minimum qualifications stated below, the ideal candidate will have demonstrated a track record of success in the following areas:  

·         Work independently within program guidelines;

·         Manage appointments and tasks to ensure that inspections and projects are completed in a timely
       and efficient manner;

·         Communicate effectively in oral and written communication with a diverse client base and contractor
       pool to gather information, explain program requirements and services, and resolve problems;

·         Complete assessments of housing deficiencies, read and interpret lead inspection reports, develop a
       written housing deficiency report and a repair scope of work that addresses lead hazards and other
       housing deficiencies within program guidelines and budget;

·         Assist owners with the bidding process and contractor selection;

·         Prepare contract and grant financing documents from standard templates;

·         Coordinate the work of team members, contractors, and consultants to ensure projects are completed
        in a timely manner.

·         Train and educate contractors and the general public regarding lead safety practices

 

MINIMUM QUALIFICATIONS

Either I

The equivalent of 1 year full-time experience as a Rehabilitation Specialist I in the Alameda County classified service (non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts) with demonstrated and acceptable experience in residential inspection.

Or II

The equivalent of 4 years’ full-time experience in residential or commercial rehabilitation inspection, building code enforcement, residential design, or a closely related field; or the equivalent of 4 years of full-time journey-level skilled trades experience.

Possession of a certificate in construction inspection, or completion of 60 college semester; or 90 quarter units in construction inspection, architecture, engineering or a closely related field may be substituted for the equivalent of two years of the required experience.

Special Requirement:

Within one year of employment in this class, employee must obtain all appropriate Lead Certifications from the California Department of Health Services

License:

Possession of a valid California Motor Vehicle Operator's Class "C" license is required.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

Knowledge of:

• Building construction methods and materials.
• Municipal housing, building, zoning, plumbing, electrical and related codes and ordinances.
• Estimating procedures.
• Practices and principles of housing rehabilitation
• Construction contracting law and procedures.
• Lead as an environmental hazard

Ability to:

• Estimate material and labor costs of repairing deficient housing structures.
• Read and understand various complex documents.
• Communicate effectively orally and in writing. 
• Communicate effectively with interpersonal sensitivity.
• Analyze and problem solve.
• Make decisions and exercise judgment
• Plan and organize work.
• Learn basic word processing, spreadsheet, presentation and data base software.
• Coordinate the actions of other staff, agencies, consultants and contractors.
• Lift up to 25 pounds safely.
• Climb ladders or steps to reach objects.
• Work from scaffolds at various heights, within reason, to perform work.
• Travel across rough, uneven or rocky surfaces.
• Work in a variety of weather conditions with exposure to the outdoor elements.
• Have dexterity sufficient to handle simple, basic hand tools.
• Drive safely and skillfully.
• Conduct inspections in areas inhabited by domestic animals and pests.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS: 

 

1.   A review of candidates' applications and supplemental questionnaire to determine possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the testing;

2.   An oral examination which will be weighted as 100% of the candidate's final examination score.  The oral interview may contain situational exercises. 
  

 

Candidates must attain a qualifying rating on each portion of this examination.
