Introduction

THIS IS A NEW ASSEMBLED EXAMINATION.  The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended.


Applications and Supplemental Questionnaire: A properly completed Supplemental Questionnaire must be submitted with each application. Applications and Supplemental Questionnaires must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing. Failure to submit the Application or Supplemental Questionnaire will result in disqualification.

DESCRIPTION

THE POSITION 

Under general supervision, an Account Clerk II performs complex accounting clerical work in connection with maintaining or reviewing financial records, and other related work as required. Positions allocated to this class are distinguished from those allocated to the class of Account Clerk I by performing, on a regular basis, one of the following kinds of assignments:

  • Independent responsibility for maintaining audit of departmental control accounts for large accounting systems.
  • Functional supervision or review of account record keeping done by positions in the class of Account Clerk I.
  • Preparation of reports of fund expenditures and balances for accounting systems which are large in terms of both dollar amount and number of transactions.
  • Maintenance of complex account record-keeping systems which have multiple sources of revenue, each source having its own account record keeping requirements.
  • Responsibility for review of records for the purpose of allocating a variety of expenditures to a variety of cost centers.

 

THE VACANCIES

While the immediate vacancies for this position are currently located with the Social Services Agency, the eligible list resulting from this recruitment and selection process may be utilized to fill future vacancies in other department/agencies within the county.

 

THE IDEAL CANDIDATE

In addition to meeting the announced minimum qualifications below, ideal candidates will also possess the following attributes:   

  • Financial record keeping and auditing including preparing financial reports, maintaining journal ledgers, identifying and correcting errors in financial documents.
  • Excellent communication skills both verbally and in writing; with the ability to effectively communicate with co-workers, customers and various levels of management.
  • Adaptable professional who can easily adjust to changes in work environment, work responsibilities and processes while maintaining a high level of performance.
  • Ability to effectively manage time by appropriately prioritizing work while also accurately completing work tasks and paying close attention to details.
  • Willingness to work cooperatively with others to accomplish work goals and tasks.
  • Experience and accuracy handling large volumes of cash.
  • Proficiency with Microsoft Excel.

MINIMUM QUALIFICATIONS

EITHER I

The equivalent of one year of experience in the class of Account Clerk I or in an equivalent or higher level clerical class.

 

OR II

The equivalent of two years of responsible financial record keeping experience. (Completion of a bookkeeping or accounting curriculum in a recognized business or accredited junior college may be substituted for the required experience on a year-for-year basis.)

 

 

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

 

Knowledge of:

  • Purposes, methods, practices and terminology of financial record keeping work.
  • Modern office methods and equipment.

Ability to:

  • Prepare financial reports and maintain ledger for journal.
  • Identify and correct errors in a variety of mathematical calculations in financial documents.
  • Work independently in the absence of specific instructions.
  • Operate standard office machines.
  • Establish and maintain cooperative relations with the public.

 

SELECTIVE CERTIFICATION CRITERIA:

A. For positions requiring the ability to operate a 10-key by touch.

B. For positions requiring the ability to type at a speed of not less than 40 words per minute from clear copy.

Licenses: Specified positions may require possession of a valid California driver's license.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:

  1. A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.
  2. A written examination (pass/fail). Those candidates scoring highest on the written exam will move on to the next step in the examination process;
  3. A computer skills assessment, which will only be used to certify applicants to positions which require a typing and/or 10-key certificate. The computer skills assessment will not be a qualifying or weighted examination component and it will include the following components:
    1. 10-key by touch 
    2. Typing Test
  4. An oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises.
