Introduction

THIS IS A NEW ASSEMBLED EXAMINATION.  The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended. 

Supplemental Questionnaire:  A properly completed Supplemental Questionnaire must be submitted with each application. Failure to submit the Supplemental Questionnaire will result in disqualification.

DESCRIPTION

COMMUNITY DEVELOPMENT AGENCY

THE POSITION:

Under close supervision, the Housing and Community Development Specialist I (HCDSI)  is responsible for the performance of professional work which involves technical and analytical work in affordable housing and community development programs and projects, including social service, homeless, community and housing program activities and performing related duties as required.

HCDS I performs the less complex professional functions of housing and community development programs and projects. The more complex aspects of housing and community development projects are either performed by higher-level Housing and Community Development Specialists, or under their close supervision. Upon completion of one year as a Community Development Specialist I, incumbent will be evaluated for potentially flexing up to a Community Development Specialist II.

THE IDEAL CANDIDATE:

In addition to meeting the minimum qualification for this classification, the ideal candidate will also demonstrate knowledge of affordable housing and community development and have strong analytical skills, excellent writing skills, ability to work independently as well as collaboratively, be organized and detail oriented, and have sensitivity to working with people of different cultural backgrounds.

MINIMUM QUALIFICATIONS

EITHER I

- Experience:

The equivalent of one year full-time experience as a Housing and Community Development Technician I in the Alameda County classified service (non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts).

OR II

- Experience:

The equivalent of six months full-time experience as a Housing and Community Development Technician II in the Alameda County classified service (non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts).

OR III

- Education:

Possession of a Bachelor’s degree from an accredited college or university with a major in city, regional or urban planning, public administration, public policy, real estate, economics, sociology, or a closely related field. If Bachelor’s degree is in a related field, applicant must show academic study nexus to housing and community development work. 

AND

- Experience:

One year full-time community or program planning experience in a housing, community development or related service enriched housing program.

- Housing Development Project Coordinator Specialty Designation Requirement:

In-depth knowledge of housing development, finance and project management, including development budgets, cash flow/operating performance, financial sources and uses statements, the ability to create and analyze performance. the ability to coordinate and evaluate the work of a professional team during the feasibility and construction phases of the project, and knowledge about the impact of housing and real estate markets, zoning and building codes.

Special Requirements:

Incumbents may be required to possess and maintain a valid California Driver’s License and may be required to drive in the performance of duties.

Incumbents may be required to attend night and/or weekend meetings.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess:

Knowledge of:

• Principles of program planning and implementation and community development.
• Program monitoring and evaluation methods.
• Housing finance and real estate development.
• Development and preservation of affordable housing.
• Federal, State, and other resources for economic development.
• Contractual agreements required in residential real estate financing.
• Community Development Block Grant Program and other related federal and state programs.
• California State landlord/tenant laws.
• Environmental review process.
• Data gathering and assessment techniques related to housing needs, market conditions, development costs, etc.
• Bond compliance requirements.
• Computer skills including word processing, spreadsheet, database and presentation programs.

Ability to:

• Properly interpret and make decisions in accordance with appropriate laws, regulations, and policies
• Use evaluation criteria and management information tracking systems
• Monitor progress and evaluate performance
• Take initiative and show good judgment
• Identify community needs
• Develop proposals, monitor progress and evaluate performance

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF the following steps:

1) A review of candidates' application and supplemental questionnaire to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process;

2) An oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises.
