Introduction

DESCRIPTION

THE AGENCY
The Assessor’s Office is currently offering an advancement opportunity to become an Assessor Representative and contribute enthusiastically to its mission to provide timely and accurate assessment services in a manner resulting in fair and equitable treatment for all Alameda County taxpayers. With a proposed staffing level of approximately 175 full-time equivalent positions, this team of professionals provides mandated assessment services performed in accordance with the California Constitution, Revenue and Taxation Code, Government Code, and State Board of Equalization guidelines and directives.

The primary mandated services of the Assessor's Office include: locate and identify the ownership of all taxable property in Alameda County; determine the taxability of all property; determine the reappraisability of property changing ownership or having new construction added; annually assess all real estate in accordance with the provisions of Article XIIIA of the State Constitution (Proposition 13); annually assess all taxable personal property at its fair market value; determine and apply all legal exemptions against these assessments; and surrender an accurate assessment roll to the Auditor's Office prior to July 1st each year.

THE POSITION
Under direction, the Assessor Representative's manages the applications received from the Clerk of the Board and monitors progress and status to ensure critical deadlines are met; supervises and reviews appraisals and supporting documentation prepared by appraisers or auditor-appraisers for Assessment Appeals Board (AAB) cases; coordinates case preparation for ultimate presentation before the AAB; provides direction to clerical staff in the AAB unit and other clerical and appraisal  personnel, including any additional representatives (appraisers or auditor-appraisers) appearing before an AAB; coordinates with appropriate staff in the department on appeals involving both real property and business personal property issues, communicates regularly with property owners, agents, and Clerk of the Board staff; and performs related work as required including but not limited to, performing appraisals and audits assigned by the supervisor.

The Assessor Representative has a thorough knowledge of all specialized facts of the appraisal process and possesses skills of communication, public speaking, and judicial procedure. This specialized class differs from other appraisal classifications by having responsibility for the presentations of staff appraisals to the AAB. The Assessor's Representative reviews staff appraisals for form and content and supervises the staff presentations to the AAB. This class is permanently assigned to working on appeals cases, and may either be assigned to present cases for real property or for business and personal property. The Assessor’s Representative may be assigned to prepare appraisals and audits, or perform other duties as needed. The position reports to a Supervising Appraiser II or higher classification in the Real Property Section, or to a Supervising Auditor-Appraiser II or higher classification in the Business Personal Property Section.


THE VACANCIES
Currently, there is one position located in the Business Personal Property (BPP) Section of the Assessor's Office. However the eligible list resulting from this recruitment may be used to fill future vacancies in either section within the Assessor's Office.

MINIMUM QUALIFICATIONS

For the Real Property Appraisal Section:

Either I

The equivalent of one year of full-time experience in the class of Appraiser III in the Alameda County classified service (non-classified includes District Attorney’s Office and the Hospital Authority),

Or II

Possession of a Baccalaureate degree awarded by an accredited college or university;

And

The equivalent of four years of full-time experience in real property appraisal work of which included the equivalent of one year of full-time experience in supervising real estate appraisers for ad valorem tax assessment purposes.

For the Business Personal Property Section:

Either I

The equivalent of one year of full-time experience in the class of Auditor Appraiser III in the Alameda County classified service (non-classified includes District Attorney’s Office and the Hospital Authority).

Or II

The equivalent of four years of full-time business personal property appraisal and audit experience which included the equivalent of one year of full-time experience in supervising business and personal property appraisal work for ad valorem tax purposes.

And

Qualification by one of the following means specified in R&TC Section 670(d) to perform mandatory audits under R&TC Section 469.

1. Possession of a bachelor’s degree with a major in accounting from an accredited college or university, or

2. Possession of a bachelor’s degree, with a minimum of 18 units in accounting that included 6 units of basic/introductory accounting and 6 units of intermediate accounting, together with 3 units of auditing, and/or 3 units of federal/state tax and/or 3 units of cost accounting and/or 3 units of advanced accounting. (The unit requirements herein are expressed as semester units. Equivalent quarter units are acceptable. Courses in business law, economics or related areas to don’t satisfy the requirements of R&TC Section 670[d]), or

3. Possession of a license to practice as a Certified Public Accountant in the State of California.

For Both Patterns:

License: Possession of a valid California Motor Vehicle operator's license.

Certificate:

Possession of a current, valid permanent appraiser’s certificate or an inactive/permanent appraiser’s certificate, issued by the California State Board of Equalization.

Special Requirement:

Incumbents are required to furnish their own automobile to use on the job. Reimbursement for such use will be made.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

Knowledge of:

• Appraisal principles, terminology and procedures.
• Provisions of the State Constitution, the Revenue and Taxation Code, Administrative Rules, and the Assessor's Handbook pertaining to the assessment of real property and business personal property for tax purposes.
• Statistical analyses used to estimate market value.
• Principles of personnel supervision and training.

Ability to:

• Assemble and analyze appraisal data and analyze the factors influencing the value of real property and business personal property.
• Organize and supervise real property and business and personal property assessment appeals.
• Direct and assist subordinates in difficult appeals presentations.
• Maintain cooperative relations with persons contacted in the work.
• Analyze situations accurately and determining an effective course of action.
• Prepare written correspondence and reports.
• Make oral presentations before quasi-judicial body.

EXAMINATION COMPONENTS

The examination will consist of the following steps: A review of candidates' application and supplemental questionnaire to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process which is an oral examination weighted as 100% of the candidate’s final examination score. The oral interview may contain situational exercises. CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION.
