DESCRIPTION


THE AGENCY

The Human Resource Services Department provides state and local mandated support services to all County agencies, departments and to some special districts regarding: merit-based examinations, position classification, salary administration, grievance resolution, disciplinary appeals, labor negotiations, unemployment insurance, employee benefits, disability case management, training and organizational development and provides departmental personnel support services. The Department further supports the Civil Service Commission and its implementation of the Civil Service Rules. We pride ourselves in delivering high quality and timely human resource services in partnership with County agencies, departments and special districts to enable our customers to reach their organizational goals. The current vacancy will oversee the Administrative Services Division.

THE POSITION

The Alameda County Human Resource Services Department is seeking an experienced and pro-active HR professional with strong generalist skills.  Areas of responsibility of the Human Resources Division Manager for this position include: leave management, employee relations, investigations, compliance, HRMS administration, Temporary Assignment Pool services, budget and fiscal services and overseeing the development of other Human Resources (HR) staff. Prior experience in the public sector, and merit systems is desired. Key attributes for this position include strong interpersonal, organizational, and critical thinking skills, ability to productively manage or direct others, and effective collaboration with other departments and stakeholders.
  
The ideal candidate for the Human Resources Division Manager, Administrative Services Division position will be proficient in best practices and knowledgeable of policies and procedures related to the human resources.  They will be responsible for reviewing and improving existing HR programs, developing new programs and systems, completing special projects, monitoring the budget and supervising the day-to-day functions of the Administrative Services Division. Fiscal responsibilities include but are not limited to: making sound recommendations and providing technical assistance on budget levels for this department and programs, prioritizing administration goals; and ensuring the availability of resources that impact programs.
The effectiveness of this position will be measured by the quality and timeliness of the research, coordination, presentation, depth of knowledge and analysis of the department’s HR program and budget and by the ability to lead and supervise employees.

You will be a part of the Alameda County Human Resource Services Director's senior leadership team which is responsible for providing guidance, oversight and support to a highly skilled team of senior department human resource managers and leaders. This position will be responsible for ensuring consistency in practice within the department and across the County on issues and situations that are complex and politically sensitive. Your in-depth knowledge of HR practice and implementation will be brought to bear as you work to provide governance, guidance, strategic alignment, and to fortify and strengthen the human resources management team's collaboration.

THE IDEAL CANDIDATE

In addition to meeting the minimum qualifications stated below, the ideal candidate will have demonstrated a track record of success including:

 

  • A highly knowledgeable Human Resources Manager who keeps up with terminology and current developments/trends and who is prepared for advancement having achieved sufficient technical knowledge and skill in the operations, programs and services of the Administrative Services Division.
  • Someone experienced in aligning Administrative Services Division performance for success, and who is able to direct and over the see resources, personnel and activities of a large, complex Human Resources Division.
  • Someone capable of identifying and understanding how external issues (e.g., economic, political, social and industry trends) impact the work of human resource services; and who is able to motivate and inspire others by providing leadership and setting a sense of purpose for the Administrative Services Division.
  • A tactical manager of change who is adept at recognizing the need for and leading, directing, and managing organizational change by actively engaging and motivating others.
  • A collaborative spirit eager to actively participate as a member of a team, and who is committed to building strategic relationships between one’s team and other areas, teams, departments, units, or organizations.
  • A strategic decision maker capable of solving complex problems and committing to a course of action which is consistent with all available facts, constraints, and probable consequences by identifying and understanding issues, relationships, challenges, and opportunities relevant to achieving a long-range goal or vision.
  • An effective communicator who conveys information and in a manner that the audience understands; someone able to develop and maintain effective relationships with others and who relates well to people from varied backgrounds and in different situations.
  • Someone who possesses an air of confidence and creates a good first impression by professionally commanding attention and earning the trust and respect of others.

MINIMUM QUALIFICATIONS

Education:

Possession of a Bachelor’s degree from an accredited college or university with major course work in human resource/personnel administration, public or business administration, political science, industrial psychology, psychometrics or a closely related field.

And

Experience:

The equivalent of three years full-time supervisory experience managing and overseeing the activities and staff of a centralized human resources discipline in one of the following areas: benefits; recruiting and classification/compensation; administrative services training; or, civil service with countywide responsibilities.

KNOWLEDGE AND SKILLS

• Principles of public administration, management, organizational analysis and development.
• Centralized countywide human resource services including employee benefits, disability management, classification, compensation, recruitment, examination, selection, training, education and professional development functions.
• Principles and techniques of managing centralized countywide public human resources and administrative activities.
• Principles and methods of designing benefit structures and plans.
• Disability management principles, practices, strategies and law.
• Principles of classification and compensation structures and concepts.
• Principles and techniques of employee recruitment and selection including exam validation.
• Principles and methods of organizational development intervention and training including curriculum, instructional and business plan development.
• Principles and practices of management, supervision, and training.
• Federal, State and local laws, rules and guidelines relating to the hiring process and other areas of personnel-related activities.
• Modern office methods and procedures, including office automation.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF THE FOLLOWING 3 STEPS:
1) A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.
2) A review of candidates’ Supplemental Questionnaires to select the best qualified applicants to continue in the process.
3) An oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises.
