THE AGENCY
The Human Resource Services Department provides state and local mandated support services to all County agencies, departments and to some special districts regarding: merit-based examinations, position classification, salary administration, grievance resolution, disciplinary appeals, labor negotiations, unemployment insurance, employee benefits, disability case management, training and organizational development and provides departmental personnel support services. The Department further supports the Civil Service Commission and its implementation of the Civil Service Rules. We pride ourselves in delivering high quality and timely human resource services in partnership with County agencies, departments and special districts to enable our customers to reach their organizational goals. The current vacancy will oversee the Administrative Services Division.
THE POSITION
The Alameda County Human Resource Services Department is seeking an experienced and pro-active HR professional with strong generalist skills. Areas of responsibility of the Human Resources Division Manager for this position include: leave management, employee relations, investigations, compliance, HRMS administration, Temporary Assignment Pool services, budget and fiscal services and overseeing the development of other Human Resources (HR) staff. Prior experience in the public sector, and merit systems is desired. Key attributes for this position include strong interpersonal, organizational, and critical thinking skills, ability to productively manage or direct others, and effective collaboration with other departments and stakeholders.
The ideal candidate for the Human Resources Division Manager, Administrative Services Division position will be proficient in best practices and knowledgeable of policies and procedures related to the human resources. They will be responsible for reviewing and improving existing HR programs, developing new programs and systems, completing special projects, monitoring the budget and supervising the day-to-day functions of the Administrative Services Division. Fiscal responsibilities include but are not limited to: making sound recommendations and providing technical assistance on budget levels for this department and programs, prioritizing administration goals; and ensuring the availability of resources that impact programs. The effectiveness of this position will be measured by the quality and timeliness of the research, coordination, presentation, depth of knowledge and analysis of the department’s HR program and budget and by the ability to lead and supervise employees.
You will be a part of the Alameda County Human Resource Services Director's senior leadership team which is responsible for providing guidance, oversight and support to a highly skilled team of senior department human resource managers and leaders. This position will be responsible for ensuring consistency in practice within the department and across the County on issues and situations that are complex and politically sensitive. Your in-depth knowledge of HR practice and implementation will be brought to bear as you work to provide governance, guidance, strategic alignment, and to fortify and strengthen the human resources management team's collaboration.
