THIS IS A NEW PROMOTIONAL ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended.

Qualified applicants must be current county employees and have completed the equivalent of six months of continuous service following a regular appointment in the Alameda County classified service (non-classified includes the District Attorney’s Office, the Medical Center, and the Superior Court) by Monday, June 18, 2018.  A regular appointment does not include provisional, TAP (Temporary Assignment Pool), or STEP-UP appointments.

DESCRIPTION

THE DEPARTMENT 

The Human Resource Services Department provides state and local mandated support services to all County agencies, departments and to some special districts regarding: merit-based examinations, position classification, salary administration, grievance resolution, disciplinary appeals, labor negotiations, unemployment insurance, employee benefits, disability case management, training and organizational development and provides departmental personnel support services.  The Department further supports the Civil Service Commission and its implementation of the Civil Service Rules.  We pride ourselves in delivering high quality and timely human resource services in partnership with County agencies, departments and special districts to enable our customers to reach their organizational goals. 

THE POSITION

This series specification describes two levels of the Human Resources Analyst classifications, which under close supervision at the lower level and under direction at the upper level, develops and conducts classification/compensation studies and surveys; makes recommendations and implements based upon results; recruits qualified applicants, and develops, analyzes, validates, administers and rates written and oral examinations; assists and provides technical advice in the administration of the personnel management program of a County agency or department; and does related work as required.

The class of Human Resources Analyst II is distinguished from the next higher one of Human Resources Analyst III in that incumbents of the latter lead workers Human Resources Analysts I and II. The classes of Human Resources Analyst I and Human Resources Analyst II are further distinguished from the classes in the Departmental Human Resources Officer series in that positions allocated to the former classes are found only in the Human Resource Services Department and receive direction from either a Personnel Services Manager or a Human Resources Division Manager, while incumbents of the latter class are assigned to the operating departments.

THE IDEAL CANDIDATE

In addition to meeting the minimum qualifications below, successful candidates will possess a strong background in analyzing and developing job descriptions with a proven track record of conducting competency based job analyses to determine technical, behavioral and organizational competencies related to recruitment and selection, and the development of valid testing methods. Successfully demonstrate the ability to interpret and evaluate rules, laws and codes (such as Civil Service, MOU’s, salary ordinances, personnel manuals, etc.) and make recommendations for amendments according to the needs of the organization.

The ideal candidate will demonstrate the following attributes:

  • The ability to maintain a positive disposition and effectiveness when experiencing last minute changes in work responsibilities, deadlines or operating methods;
  • Flexibility in the prioritization tasks and successfully manage a high volume of recruitment, classification, compensation and special projects simultaneously;
  • Political astuteness, possessing the skills necessary for identifying, navigating and successfully interacting within the dynamics of the organization while maintaining sensitivity to the competing needs of a wide variety of internal and external stakeholders; and
  • Effective communication skills both orally and in writing to a diverse audience.

MINIMUM QUALIFICATIONS

Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:

- Either I Experience:

The equivalent of one year of full time experience as a Human Resources Analyst I in the Alameda County classified service.

- Or II Education:

Possession of a Bachelor's degree from an accredited college or university in a relevant field.

AND

- Experience:

The equivalent of two years full time experience in professional level human resources work involving position classification and salary administration and/or recruitment, preparation, validation, and administration of examinations for a variety of occupations, requiring the use of the knowledge and abilities described in this specification. (The equivalent of four additional years of full time experience may be substituted for the degree on a year-for-year basis.) Experience conducting the meet and confer process related to classification matters is highly desirable.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

THE MOST SUITABLY QUALIFIED CANDIDATES WILL POSSESS THE FOLLOWING COMPETENCIES:

Knowledge of:

• Techniques and principles of employee recruitment and selection processes.
• Federal, State and local guidelines relating to the hiring process and other areas of personnel related activities.
• Principles of classification structures, concepts and of audit techniques and methods.
• Policies and practices of employee compensation and wage administration.
• Policies and practices of public personnel administration.
• Principles, methods and techniques of conducting compensation surveys.
• Employee Relations issues that impact classification and compensation and wage administration.

Ability to:

• Communicate orally and in writing.
• Analyze and problem solve.
• Make decisions.
• Use applicable Charter provisions and Civil Service Rules and Regulations
• Plan and organize.
• Demonstrate interpersonal sensitivity.
• Be flexible.
• Make public presentations.
• Apply basic data gathering, analytical and statistical procedures.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:


  1. A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.
  2. An oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises.
