THIS IS A NEW ASSEMBLED EXAMINATION.  The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended.   Applications must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing.  Applications will only be accepted on-line.  

Supplemental Questionnaire:  A properly completed Supplemental Questionnaire must be submitted with each application.  Applications and Supplemental Questionnaires must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing.  Failure to submit the Supplemental Questionnaire will result in disqualification.

LAFCo Executive Officer

The Alameda Local Agency Formation Commission (LAFCo) is pleased to offer an excellent opportunity for an experience management and planning professional to conduct the day-to-day business of the Commission serving as their Executive Officer.

Alameda LAFCo provides oversight over local governments to make Alameda County a great place to live and work by balancing the preservation of agriculture and open space with the provision of sustainable municipal services.  The broad goals of the agency are to ensure the orderly formation of local government agencies, to preserve agricultural and open space lands, and to discourage urban sprawl.LAFCo is a state mandated local agency that oversees boundary changes to cities and special districts, the formation of new agencies including incorporation of new cities, and the consolidation of existing agencies.

The Position
The LAFCo Executive Officer is responsible for administering the day-to-day business of the Commission including supervision of staff, and reviewing and analyzing all proposals.  The incumbent will perform administrative, technical, statistical and management analysis and make recommendations on technical and complex fiscal, policy, and programmatic issues and requests.

Example of Duties
The following are the duties performed by this classification and the incumbent may perform other related duties.

  • Prepares staff analyses, reports, proposes findings and other agenda materials for the LAFCo Commission such as boundary proposals, sphere of influence amendments, and municipal service reviews.
  • Reviews and comments on regional plans, city general plans, and environmental reviews.
  • Acts as a liaison with state/local agencies and special districts, the public and community groups.
  • Reviews, reports and makes recommendations on state legislation
  • Calls and notices Commission meetings in accordance with the LAFCo policies and procedures.
  • Prepares mailings, filing, publishes and keeps records of agendas, notices and other required official documents on behalf of the LAFCo Commission.
  • Assists in mapping and GIS
  • Coordinates with legal counsel on legal issues and other matters that may require opinion from counsel.
  • Responds to inquiries and provides information and technical assistance to interested public agencies and individuals.
  • Providing supporting fiscal services such as the management of LAFCo financial accounts, processing of payment of Commission charges and expenses, and the preparation of required reports.

MINIMUM QUALIFICATIONS

Administrative Analyst:

Either I

The equivalent of one year of full-time experience in the class of Assistant Administrative Analyst or any equivalent or higher paying class in the Alameda County classified service that will demonstrate possession of the core competencies/knowledge and abilities described below (non-classified service includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts),

AND

The equivalent of one additional year of full-time experience in a position requiring the use of the core competencies/knowledge and abilities described below.

Or II

Possession of a Baccalaureate degree from an accredited college or university, and the equivalent of two years of verifiable full time experience performing professional-level analytical work, with primary responsibility for performing duties in one or more of the following functional areas: administrative policy analysis, legislative analysis, economic analysis, budgetary analysis, complex financial/fiscal analysis and reporting, development/administration and management of contractual agreements and grants.

Or III

Possession of a graduate degree (Master's degree or higher) from an accredited college or university; and the equivalent of one year of verifiable full time experience performing professional-level analytical work, with duties equivalent in one or more of the following functional areas: administrative policy analysis, legislative analysis, economic analysis, budgetary analysis, complex financial/fiscal analysis and reporting, development/administration and management of contractual agreements and grants.

SUBSTITUTION OF RELEVANT EDUCATION FOR EXPERIENCE (applies to Minimum Qualification pattern #II ABOVE ONLY):
Unless otherwise provided for in the examination bulletin: a) all applicants seeking to use education as a substitution for the required experience as defined in pattern #2 below must submit a transcript with their application for consideration; b) County of Alameda employees seeking to use substitution pattern # 1 below must submit proof of completion of the LDP with their application.

1. For current County of Alameda employees, graduation from the County’s Leadership Development Program (LDP) may substitute for up to six months of qualifying experience.

2. Applicants who possess a baccalaureate or graduate degree and have completed 30 semester/45 quarter units of coursework from an accredited college or university in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or a closely related field of study may substitute this specialized coursework for six months of the required experience.

SUBSTITUTION OF QUALIFYING WORK EXPERIENCE FOR REQUIRED EDUCATION (applies to Minimum Qualification pattern #II ABOVE ONLY):

1. Applicants who possess an Associate degree, or who have completed a minimum of 60 semester/90 quarter units from an accredited college or university, may substitute additional qualifying work experience as described above for up to two years of the required baccalaureate-level education. One year (equivalent of 2080 hours) of additional qualifying experience as defined above in Minimum Qualifications pattern # II will be considered equivalent to 30 semester units/45 quarter units. The completed course work leading to the Associate degree must be in college-level academic areas related to the essential functions of this job classification and leading toward possession of a baccalaureate degree from an accredited college or university.

SPECIAL REQUIREMENTS

• Incumbents in this classification may be required to represent the County Administrator and/or the County Administrator’s Office on some evenings and weekends.
• Incumbents may be assigned lead responsibilities for some short or long term projects.
• Incumbents in this classification may be required to work some evenings and weekends.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF THE FOLLOWING 3 STEPS:

1) A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.
2) A review of candidates’ Supplemental Questionnaires to select the best qualified applicants to continue in the process.
3) An oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises.
