Contract Compliance Supervisor

Introduction

THIS IS A NEW ASSEMBLED EXAMINATION.  The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended.

Application and Supplemental Questionnaire:  A properly completed Supplemental Questionnaire must be submitted with each application.  Applications and Supplemental Questionnaires must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing. Failure to submit the Application or Supplemental Questionnaire will result in disqualification.

DESCRIPTION

THE AGENCY
Alameda County's General Services Agency delivers a host of support services to County departments and agencies. These services fall into several major categories: Technical — architectural, engineering, energy and hazardous materials management; Building Maintenance — building maintenance and repairs, janitorial services and minor remodeling and alterations; Construction — new facilities and major remodeling; Procurement — purchasing and contract administration; Fleet Services; Childcare Planning; Human Resources, Payroll, Information Systems and Parking Administration.

THE POSITION
Under general direction, to plan, coordinate, and evaluate the Office of Acquisition Program (OAP); supervise OAP staff and the day-to-day activities of contract compliance, labor compliance, and contracts related to public/public partnerships; provide specialized consultation and acts as the liaison to County departments/agencies, contractors, community-based organizations, and other jurisdictions; and to perform related duties as required.

MINIMUM QUALIFICATIONS

Education:

Possession of a bachelor’s degree in business administration, public administration, or related field from an accredited college or university.

AND

Experience:

Either I

The equivalent of three years of full-time experience as a Contract Compliance Officer in the Alameda County classified service, including one year of lead responsibilities. 

Or II

The equivalent of four years of full-time, increasingly responsible experience in the field of construction management, contract compliance, affirmative action or industrial relations which includes oversight and coordination of outreach and contract administration projects. One year of the above experience must have been at a supervisory level.

License:

Possession of a valid California Motor Vehicle Operator’s license.

Other Requirements:

Must be willing to travel to various locations within and outside the County and attend meetings/events outside of the standard business hours.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:
1.  A review of the candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process;
2.  A review of the Supplemental Questionnaire to determine the best qualified; only the most suitably best qualified candidates will be invited to the oral interview process;
3.  An oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises.

 

CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION.
